- This is a Request for Information (RFI) for planning purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this RFI. The Critical Reagents Program (CRP) is seeking information on the capabilities of various military and commercial entities in the areas listed below. The CRP's mission is to serve as the principle resource of high quality, valid ated, and standardized biological detection assays and reagents that meet the requirements of the Warfighter and Joint biological defense community by facilitating the transition of new technologies and coordinating their advanced development, efficient pr oduction and timely distribution. The CRP supports manufacture, storage and distribution of consumable reagents and end items for the Biological Defense Joint Biological Point Detection System (JBPDS) and the Joint Portal Shield (JPS) System, as well as o ther assays (e.g., Hand Held Assys [HHA] and sampling kits (e.g. Biological Sampling Kit [BSK] used for domestic preparedness, Homeland Defense, counter-terrorist operations and by Other Government Agencies (OGA). The CRP maintains multiple repositories f or the storage and distribution of CRP products. The CRP supplies Government and private test laboratories with antibodies, antigens, and genomics that are used for basic research, assay development and validation. The CRP manages production of reagents and manufacture of assays to meet the needs of the Defense community. The CRP produces two types of antibody-based assays (i.e., lateral flow immunoassays and electrochemiluminescence assays) for the detection of Category A and B biological warfare agents (BWAs). The CRP also supplies Polymerase Chain Reaction (PCR) assays for detecting BWAs. Together, these products afford front-line Warfighters or First Responders the capability to test environmental samples for the presence of selected BWAs. The Gove rnment is interested in receiving information from qualified companies in the following areas: (1) PCR and nucleic acid detection technologies, (2) antibody-based detection technologies, (3) lateral flow immunoassay technologies, (4) manufacturing capabili ties to support production of detection assays and kits, (5) multiplexing technology of molecular and /or antibody based assays, (6) conformance/quality control testing, and (7) storage and distribution of products in accordance with Cold Chain Management requirement and Center for Disease Control Laboratory Registration and Select Agent Transfer Program. Respondents are invited to provide reading materials related to best commercial practices, quality system, product/service technical descriptions (i.e. p roduct data sheets), length of time product/service has been provided, product samples, cost drivers in manufacture of product; number, size, location of suppliers; production capability to meet requirements and how commercial sales may effect; packaging, handling, storage and transportation practices; quality controls and statistical process controls; lead times for key components; training available at site; technical data package availability; stability of current configuration/technology, lists of simil ar users using products and the DoD environment; independent test results from test organizations; minimum order quantities; typical contract terms; warranty; and customer service capability. The Government will retain comments and information received in response to this RFI. Proprietary information should be identified as Company Proprietary. Do not use Government Security classification markings. All written responses must be received by January 31, 2008.
