- The Specialty Center Acquisitions NAVFAC (SCAN), Port Hueneme, CA, is conducting this procurement for an Indefinite Quantity Indefinite Delivery (IDIQ), fixed-price, contract (single award) to provide to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, cost or price and other factors considered. This is an IDIQ contract with no pre-established fixed contract prices. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer or his/her properly authorized representative, who will issue written task orders to the contractor. Award of task orders will be on a firm fixed price basis. The work to be acquired under this solicitation is for construction and engineering services and all other tasking necessary for new construction, renovation, alterations, and repair for critical power systems, and supportin g facilities at various locations in the United States and worldwide. Work may include project development, inspection, concept development, design, engineering analysis, preparation of plans, writing of specifications, estimation of construction costs, fabrication, construction, controlling quality, troubleshooting, overhauling old equipment, procuring new components, installation and testing. The North American Industry Code Standard is 238210 and the annual size standard is $13 million. The basic contract will be for 1 year with 4 1-year options for a total maximum duration of 5 years. The total maximum value for the base term and all options for the aggregate sum of all IDIQ contracts awarded shall not exceed $12,000,000. Task orders will average between $50,000 and $500,000. Task orders may fall below or above this limit. The only work authorized under this contract is work ordered by the government through issuance of a task order. The government makes no representati on as to the number of task orders or actual amount of work to be orde red under the performance period of the contract. A Top Secret SCI facility clearance is required. Specific security instructions will be provided in a DD 254 with the solicitation. Compliance with security requirement will be evaluated on a pass/fail basis as a condition of eligibility for award. The Government intends to evaluate proposals and award contract without discussions. Selection for award will be based on evaluation of the following: Factor 1 - Past Performance of Offeror; Factor 2 ? Management Approach (including safety and environmental) of Offeror; Factor 3 ? Technical Approach; Factor 4 ? Socioeconomic Program; and Factor 5 - Price. Source Selection procedures will be used and award may be made to the offeror whose proposal is the most advantageous and offers the best value to the government, price and other factors considered. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the website at https://www.neco.navy.mil on or about 18 January 2008. No hard copies will be provided. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AND ALL AMENDMENTS TO THIS SOLICITATION. Prospective offerors MUST register themselves on the website.
