- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, N00173-08-R-KS01, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-22 and DFARS Change Notice 20071207. The associated small business size standard is 500 employees. NRL has a requirement for CLIN 0001: The Contractor shall provide a high powered laser in accordance with the specifications. This procurement is for a for a high power laser operating at 1064nm to produce phase conjugated Raman shifted pulses at 1560nm from deuterium cells. The laser must produce 1200 mj/pulse at 50 Hz with 0.5 mrad divergence, pointing stability 30 microradians or less, pulse width of 9 ns or less, injection seeded with linewidth 0.003 cm-1 or less. The laser controller and power supplies must be rack mounted in standard racks(19 inches wide and 28 inches deep) with each component height being less than 6 inches and a depth of 25 inches or less. Height of all control and power components must be less than 37 inches high. Connecting cables must be removable for remounting, loading, and shipping. The laser head size must be smaller than 47 inches long by 18 inches wide by 12 inches high. Laser will have kinematic mounts for quick removal and maintenance of flash lamps and Nd:YAG rods. Laser will have no more than three laserheads and have a total of no more than three flash lamps. Power must be 3 phase, 208 V not to exceed 18 amps. Installation, training, all operations manuals, and a standard commercial warranty should also be included.
