Description
The Internal Revenue Service (IRS) is conducting market research to determine the commercial availability of an integrated procurement system. We are interested in systems that currently support federal government procurement operations. The IRS presently utilizes a web-based Request Tracking System (webRTS) for all requisitions (procurement and non-procurement) and a web-based Integrated Procurement System (webIPS) which Procurement utilizes to process all awards. Both webRTS and webIPS interface with IRS? existing SAP financial system. WebRTS currently supports 20,000 users, and webIPS currently supports 300 users. In fiscal year 2005, IRS procurement processed 6954 awards and 7261 modifications. The integrated procurement system shall be able to integrate or interface with existing SAP financial system software. The system shall be able to interface with or provide requisitioning and electronic catalog capabilities. The procurement system shall provide functionality that supports the full acquisition life cycle, from requisition preparation through contract completion and close-out. The system shall support a full array of acquisitions from purchase card through multi-million dollar Indefinite Delivery Indefinite Quantity (IDIQ) task order contracts. The system shall accommodate all award types from Firm Fixed Price through Cost Reimbursement. The system shall contain reporting capabilities, routing logic, and procurement logic. The system shall be currently implemented at Government sites. DISCLAIMER: This request for information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Response to this RFI will not be returned. At this time, questions concerning the composition and requirements for a future Request for Proposal (RFP), as well as those regarding the nature of products reviewed for this initiative, will not be entertained. The purpose of this RFI is to obtain functional information, platforms, initial cost, and maintenance cost for a procurement system. Please provide system specific information, required hardware and software, typical cost for implementation, typical cost for maintenance, references of current installation sites, and proposed dates for system demonstrations.
