- NAICS Code: 339111 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to 2B Technologies, 2100 Central Ave, Boulder, CO 80301, for the acquisition of (4) Model 400 NO monitor's and (4) Model 401 NO2 converter's. The NO monitor's and NO2 converter's are required to measure total oxides of nitrogen (NOx), a reliable tracer of motor vehicle emissions, The analyzer system will be used to measure vertical profiles of NOX concentration adjacent to roadways and the levels of NOx indoors. Because it is small, lightweight and battery powered, it is portable NOx analyzer system will be used to measure NOx concentrations inside people's homes. Its small size allows it to be used inside people's homes without being intrusive minimizing burden on the residents. The 2B Technologies Model 400 NO monitor and the Model 401 NO2 converter is the only available NOX monitor that has these features, all of which are necessary for the type of measurements needed. The EPA has identified 2B Technologies as the only vendor capable of satisfying this requirement. The circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
