- Description
- The Government intends to solicit and negotiate on a sole source procurement with the Oregon State University, Corvallis, Oregon (principle investigator) Dr. Selena Heppell and Jason Vaughan to analyze loggerhead turtle size structure data to incorporate the results into an assessment model for the Northwest Atlantic Ocean population of loggerhead turtles. The period of performance time will be from January 1, 2008 through December 31, 2008. Services are to be provided to the Northeast Fisheries Science Center, 166 Water Street, Woods Hole, MA. 02543-1026. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in CCR contact the CCR website at www.ccr.gov/index.cfm. The University of Oregon DUNS Number 053599908 is the only source that is uniquely qualified to oversee the training of graduate students in sea turtle population ecology, and to oversee a research project involving analysis of size structure data and population trends in loggerhead turtles. The University of Oregon has the expertise in sea turtle assessment and recovery planning, projected initiated in 2006, and has served on two Turtle Expert Working Groups. Continuing their participation in the project will maintain consistency with previous work, which has been integrated into current loggerhead Turtle Expert Working Group analyses and recommendations. Authority 41 USC 253( c )(1). Demonstrates a unique and innovative concept, or, demonstrates a unique capability of the source to provide the particular research services proposed;(B) Offers a concept or services not otherwise available to the Government; and (C) Does not resemble the substance of a pending competitive acquisition. (See 10 U.S.C. 2304(d)(1)(A) and 41 U.S.C. 253(d)(1)(A).) The FSC for this is R497 and the NAICS Code is 611310. The government intends to award a firm-fixed price purchase order for this requirement. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302( c )(1). Interested persons may identify their interest and capability to respond to this requirement by December 26, 2007. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
