- THIS IS NOT A REQUEST FOR PROPOSAL & NO MATERIAL WILL BE ISSUED AND NO SOLICITATION PACKAGE OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. Atlanta VA Medical Center (VAMC) is seeking a roofing consultant specialty firm with experiences working with the VA health care facilities for performing investigative work, preparing cost estimates & construction bid documents, performing construction period services, & conducting site visits for project 508-07-111 FCA "D" Replace Roofs. Design shall include complete removal of the existing roof membrane, flashing and related metal components down to the structural deck of roofs UR-10, 1-19, and 1-16. Installation of a solvent free cold process modified bitumen roof system with a base minimum thickness of 2" of Isocyanurate insulation. Over the base minimum thickness of insulation a tapered insulation system will be installed to provide slope to drain roof system. A 15 year total systems warranty and bi-annual service agreement will be included in the basis of design. Any relocation, modifications to the existing mechanical, electrical, and/or communications equipment will be included in the basis of design. All non essential equipment and/or obsolete penetrations, as agreed by the project manager, will be removed down to the structural deck. All provisions of the International Building Code 2006 Section 1510 for Re-roofing applications, 2006 International Energy Conservation Code and ASCE 7-98 Minimum Design Loads for Buildings and Structures are to be included in the basis of design. Design shall be in accordance with VA specifications, Design Alerts, and Design Guides, and preparing any measured drawings of existing roofs to insure the accuracy of your design. To be considered the firm must be (1) located within 90 miles of the VA Medical Center, 1670 Clairmont Rd, Decatur, GA 30033; (2) have a Registered Roof Consultant on staff (RRC), (3) have a Registered Roof Observer (RRO) who will be responsible to inspections during the construction period; and (4) MUST BE A VETERAN OWNED SMALL BUSINESS (VOB) concern. Special consideration will be given to SDVOSB concerns. All work is to be performed at the VAMC, 1670 Clairmont Rd, Decatur, GA. NAICS Code: 541310; SBA Size Standard: $4.5 million. All work shall comply with current VA Master Specifications and Standard Details. To be considered for an award, A/E must be must be registered in the Central Contractor Registration (CCR) database and certified in VetBiz database prior to award. A/E firms can obtain CCR information on registration and annual confirmation requirements by calling 1-888-227-2423, or 269-961-5757, or via the Internet at http://www.ccr.gov. & obtain VetBiz information via the Internet at http://www.vip.vetbiz.gov. A/E is also required to submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ A-E firms meeting requirements are required to submit 2 copies of: Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I, II, and any requested supplemental data to the Contracting Officer NLT 3:00 PM (EST), 01/29/08. SF 330 forms can be obtained at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF. The A/E selection criteria shall include: 1) professional qualifications 2) specialized experience & technical competence of A-E firm w/similar type projects; 3) past performance on contracts with VA, other Government agencies, & hospitals; 4) geographical location of A-E firm; 5) experience & roles of key design personnel, specifically on related projects; 6) cost control & estimating effectiveness; 7) CAD capability; & 8) professional capacity of the firm to accomplish proposed work within scheduled timeframes.
