Description

This is a presolicitation notice of intent by the Syracuse VA Medical Center, 800 Irving Avenue, Syracuse, NY 13210, to negotiate sole source with Johnson Controls, Inc, 105 Twin Oaks Drive, Syracuse NY, 13206, for the Johnson Control Metasys System, including: Equipment: 41 each air handlers 10 - 40 HP. To check with appropriate customer representative for operational deficiencies. Check all control sensors for proper operations. To include all associated pumps, valves actuators, humidifiers, heat recovery systems. Perform preventive maintenance on frequency drives. Perform Vibration Analysis on supply and exhaust fans. Clean area around equipment. Equipment: Controls-DDC-field controllers ~ JCI Field DX9100-BAS Panels Review system diagnostics for confirmation of reliable on line performance. Perform corrective measures as appropriate to resolve discrepancies. Equipment: Controls-DDC- ADS server ~ JCI MSEA-BAS / 0001 Connect to Metasys system, utilize report viewer data for summary of system alarms, on line status, etc. Perform corrective measures as appropriate to resolve discrepancies. Review Event viewer data for site conditions. Analyze information back up required system data. Verify system communication performance. Perform corrective action to repair deficiencies. Perform complete system device upload to archive. Equipment: Controls- DDC~Supervisory Controllers ~ JCI NAE-BAS / 0006 , Supervisory Controllers ~ Network Automation Engine. Check LEDs for proper power and status indications. Clean interior / exterior surfaces. Check and insure batteries (Clock, data Protection, Data Detection) are performing as required, replace as necessary. Verify database archive is up to date, utilize SC as required. Our system is unique With Johnson Controls Custom Software that supports critical systems. This procurement is being conducted under the authority of FAR 6.302-1. Only one responsible source and no other equipment or training will satisfy agency requirements. This notice is for information only and may represent the only official notice of such solicitation, however the Government will consider all proposals received on or before January 10th, 2008, at 1400 hrs, 2:00 p.m., EDT. All responses must be submitted in writing to the contracting officer. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. The provision at 52.212-1, Instruction to Offeror--Commercial Items, applies to this solicitation. The provision at 52.212-3, Offeror Representations and Certification--Commercial Items, applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation. A copy of the provision may be attained from http://www.arnet.gov/far/. The resulting firm fixed price award will incorporate the requirements of the clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The Offeror shall also provide its Commercial and Government Entity code, DUNS number, and Tax Identification number. As of October 1, 2003, all Contractors, both large and small, are required to register in the Central Contractor Registration (CCR) database before an award. Contractors are responsible for the accuracy of information added to CCR. To register, go to http://www.ccr.gov/. The Federal Contractor Program requires that any contractor receiving a contract from the Federal Government in the amount of $25,000 or more, or any subcontractor receiving a contract in the amount of $25,000 or more from such a covered contractor must file a VETS-100 Report on an annual basis.
