- Acquisition Description Acquisition Description: Contracting Office: Intent To Award Sole Source: Department of the Air Force, Air Force Material Command, Electronic Systems Center, Headquarters 754th Electronic Systems Group, Enterprise Services (HQ 754 ELSG/ES), Acquisition Directorate, 200 East Moore Drive, Maxwell Air Force Base - Gunter Annex, Alabama 36114-3000 and Air Force Systems Network (AFSN) has a requirement for Non A&AS Systems Engineering, and Program Management support services. It is our intent to award a logical follow-on to BAE Information Technology, Inc. The period of performance for this requirement will be from 01 January 2008 to 31 March 2008. Justification: Under the authority of FAR 8.405-6 (b)(2)(3). There is an urgent and compelling need that exists and following the ordering procedures would result in unacceptable delays. In addition, the new work is a logical follow on to an original Federal Supply Schedule order which was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order had adequate competition and was not previously issued under sole source or limited source procedures. Interested sources may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and no solicitation is available; however, the Government will consider all proposals received by 26 Dec 2007. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This is not a request for competitive quotes and no solicitation is available. An Ombudsman has been appointed for this acquisition. The ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the ombudsman shall maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process. "An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and co ntract.
