Description
USACE Omaha District intends to award contract(s) for Professional Environmental Remediation Services to develop and implement contamination assessment and remediation requirements for Resource Conservation and Recovery Act (RCRA) sites and contamina tion on Pueblo Chemical Depot, Colorado. Pueblo Chemical Depot is a military installation closed or realigned by a base closure law (BRAC) implemented by Section 2912 of the Fiscal Year 1994 Defense Authorization Act (Publ. L. 103-160) and Section 817 of t he Fiscal Year 1995 Defense authorization. Scope The Omaha District anticipates awarding two firm- fixed price indefinite delivery- indefinite quality (IDIQ) contracts with a two-year base period and three one-year option period restricted to small and local business concerns with bon-a-fide office(s) registered in the state of Colorado. One contract will be solicited unrestrictive full and open and one set-aside to small business concerns. Both solicitations will be executed under Fe deral Acquisition Regulations (FAR) Part 15: Contracting by Negotiation and utilizing NAICS 562910 for professional remediation services. The Small Business size standard is 500 employees. Small business set-aside determination maybe made at the ta sk order level for each task order. Type of Set-Aside: 30 percent small business set-aside. The government reserves the right to award a different unrestrictive/set-aside percentage if in the best interest of the government. The formal solicitation an d other information will be posted at this website on or about 7 January 2008. All information required for submission of an offer will be identified in the formal solicitation. All interested parties must be registered with the Central Contr actor Registration (CCR) as prescribed in DFARS 252.2040-7004 and 252.232-7009. CCR can be accessed at https://www.bpn.gov/ or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All prospective of fers interested in submitting a proposal on this solicitation must have a commercial and government entity code. This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. This synopsis is not to be construed as a commitment by the government. No responses to this announcement are required. Any costs incurred as a result of a response to this announcement shall be borne by the firm and wi ll not be charged to the Government for reimbursement.
