BAQ080005 - Combined Synopsis/Solicitation - WH&B 250 Ton Grass Hay This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ) No. BAQ080005. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21. We will accept any quantity of quality grass hay up to 250 tons. Please see following Specifications: HAY: Grass, from 2007 Crop in accordance with the following specifications: a. Domestically grown b. Sun-cured with no moisture damage, not heating. Properly stored and well cured. c. The hay shall consist of these grasses; timothy grass only or a combination of timothy, brome and orchard grass, used for food for domestic animals, cured, cut, and stored for fodder. d. Free of mold, dust, Russian Thistle or Prickly herb, "cheat grass, fox tails, corn stalks, bearded grain, and other long awns (spikelets), and any other weed or grass not considered healthy forage for domestic animals. e. Free from animal contamination, dangerous pesticides and foreign matter of any kind (i.e., wire, nails, or other debris). f. Hay shall be cut with a crimper and bailed with wire, or Rat and Rot-proof twine. g. Bales shall be delivered direct from fields or barns via clean vehicles not used for transport of livestock. h. Round bales or bales exceeding 130 pounds are not permissible. i. Bales shall be uniform lengths; ragged bales shall not be accepted. j. Bales with loose wire/twine or broken bales shall not be accepted. k. Delivered to the Litchfield Wild Horse & Burro Corrals, located at 474-000 Hwy 395 E., Litchfield, CA l. Delivery schedule as follows: 250 Ton - Beginning January 9, 2008, or closes date possible. m. Delivery and off-loading to be included in unit price. n. Each load to be accompanied by certified weight slip. o. Variation in quantity 10%. THE FOLLOWING CLAUSES/PROVISIONS ARE APPLICABLE FOR THIS REQUIREMENT: 52.212-01, Instructions to Offerors - Commercial Items; 52.212-02, Evaluation - Commercial Item (evaluation factors to be considered are proposed hay in accordance with government specifications, price, and the ability to meet the requested delivery time frame); 52.212-03 Offeror Representations and Certifications - Commercial Items; 52.212-04 - Contract Terms and Conditions - Commercial Items; 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders; 52.204-7 - Central Contractor Registration; 52.219-06 - Notice of Total Small Business Set-Aside ; THE ABOVE FAR CLAUSES CAN BE ACCESSED AT: http://www.arnet.gov/far It is the quoters responsibility to review all the FAR clauses and submit any information required. Prospective contractors MUST be registered and currently active in Central Contractor Registration (CCR) PRIOR to award. Registration for CCR can be completed at http://www.ccr.gov. Quotes shall include the contractors Dun & Bradstreet Number (DUNS). The Offeror Representations and Certifications as required in FAR 52.212-03 may be submitted with quotes or completed online at the Online Representation and Certifications Application (ORCA) located at: https://orca.bpn.gov/ QUOTES ARE DUE BY 4 PM ON FRIDAY, JANUARY 4 2008. QUOTES MUST BE SUBMITTED TO JULIA LANG. PLEASE INCLUDE THE RFQ # BAQ080005 AND YOUR DUNS NUMBER ON THE QUOTE.
