Description

The Department of the Navy (DoN), Commander, Navy Installations Command (CNIC) (www.cnic.navy.mil), is conducting preliminary planning to determine whether competitive sourcing, under Office of Management and Budget (OMB) Circular A -76 (www.whitehouse.gov/omb/circulars/a076/a76_incl_tech_correction.html) and consistent with the President?s Management Agenda (www.whitehouse.gov/omb/budget/fy2002/mgmt.pdf), is the optimal methodology for sourcing the issuance of Common Access Cards (CAC) and Teslin Cards via the Real-Time Automated Personnel Identification System (RAPIDS) presently performed by military, civilian, and contractor personnel at CNIC Pay/Personnel Administrative Support System Services (PASS) Personnel Support Detachments (PSD) and Customer Support Detachments (CSD) and CNIC Installation Security Department Pass & ID Offices throughout the United States. A tentative list of PASS PSD/CSD and Security Department RAPIDS Site locations, which are subject to further refinement under the current OMB Circular A-76 preliminary planning effort, is set forth in Attachment 1.
