- BROAD AGENCY ANNOUNCEMENT ? The Naval Surface Warfare Center, Carderock Division is soliciting abstracts (?White Papers?) for a Shipboard Selective Access and Retrieval System (SSARS) which captures, lifts and provides omni-directional movement of vehicles and containerized cargo aboard ships at sea based on the Performance Specifications contained at Attachment A (see below). The purpose of this Broad Agency Announcement (BAA) is to obtain new, unique and innovative ideas for solutions to technological and operational challenges. The purpose of the SSARS is to facilitate the ?dense packing? of vehicles and cargo, and enable access to specific items (i.e. selective access) after the ship has been loaded and is at sea. Current vehicle and cargo handling methods aboard ships require an inordinate amount of time and deck space to maneuver items into and to extract them from stowage locations (i.e. jockeying around corners, parallel parking, etc.). These methods also re quire that a large amount of deck space remain open as maneuver area to facilitate offloading. That deck space is therefore lost as a stowage area. Multiple contracts may be awarded for the initial conceptual design phase and based on the outcome, the Government may award one or more follow-on efforts to continue through fabrication and testing. Contractors selected for award of the initial concept design phase shall develop a complete conceptual design of their proposed technologies or systems within 45 days from contract award. The concept design shall be documented in a substantive white paper describing in detail the operation of the systems or technologies, including lift method, means of omni-directional movement, power sources and utilities required, methods to ensure safe operations on sloped or moving decks, processing rate capability, physical size, maintenance requirements, operational manning requirements, and estimated system cost per unit. The white paper submitted under the concept design phase shall also include a budget for completing a follow-on Phase II (detailed design) effort. Responses to this BAA announcement shall (1) briefly describe the basic approach the offeror intends to pursue, the range of wheeled vehicles, tracked vehicles, and/or containers the proposed systems or technologies will address, a concept of operations for the proposed systems or technologies, and any prior work that will contribute to the success of the effort; (2) the benefits anticipated should the concept be implemented; (3) a cost estimate for a conceptual design; (4) corporate/personnel experience and ability to successfully perform this effort ; (5) past performance information on similar projects; (6) the offeror?s awareness of the state of the art and technical understanding of the scope of the requirement, including any problem areas; (7) facilities available for fabrication and fabrication approach. An original and two (2) copies of the white paper shall be submitted on or before 31 Jan 08, 2:00 pm ES T to the Naval Surface Warfare Center, Carderock Division, Code 3320, attn:Douglas Smith, 9500 MacArthur Blvd., West Bethesda, MD 20817-5700. White papers shall be clearly marked with the BAA number N00167-08-BAA-01. Proprietary material shall be prominently marked as such. The selection of one or more sources for contract award will be based on a scientific or peer review process. The type of award anticipated for the Phase I Conceptual Design is Firm Fixed Price. Contract types for follow-on phases shall be determined. The BAA is an expression of interest only and does not commit the Government to pay any proposal costs for responses submitted. Offerors are advised that only the Contracting Officer is legally authorized to commit the Government to contract. All work under this BAA shall be unclassified.
