- This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside; any responsible source may submit an offer. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation number M67400-07-T-0053 applies and is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13 and Defense Acquisition Circular 91-13. The NAICS code is 334220. STATEMENT OF WORK (SOW) FOR 3D Marine Division Wireless Message Terminal 7 - 11 January 2008 Okinawa 15 - 16 January 2008 Hawaii 1.0 OBJECTIVE Use of WMT is ubiquitous in the Afghanistan Area of Operations. Many of our teams are operating in austere, comm-disadvantaged locations where WMT and a PRC-117 are their comm "life lines" back to higher HQs. Therefore, we need proper guidance to meet our mission critical training requirements. 2.0 TASKS 2.1 WMT Wireless Gateway Provide a one-day (1) class for 20-24 students to each Okinawa-based Embedded Training Team (ETT) plus the Regional Security Advisor Command (RSAC). Therefore, the requirement is to provide a one day package that includes, at a minimum the following: 2.1.1) Send an e-mail 2.1.2) Find recipient(s) in the address book 2.1.3) Send a file 2.1.4) Configure WMT software for use with a PRC-117 2.1.5) Set time 2.1.6) Set type of protocol and asynch rate 2.1.7) Program the channels 2.1.8) Program the ports 2.1.9) Add a station 3.0 CONTRACTOR NOTICE REGARDING DELINQUENT PERFORMANCE In the event the Contractor anticipates or encounters difficulty in complying with the contract performance schedule, time limitations and requirements, or in meeting any other requirement set forth in this contract, the Contractor shall immediately notify the Contracting Officer in writing giving full detailed rationale for delinquent performance. Receipt of the Contractor?s notification shall in no way be construed as either acceptance by the Government or as a waiver of the Government?s right under this contract or a law. 5.0 CONTRACTOR RESPONSIBILITIES The contractor must provide the software, PCMCIA cards, ancillary cables, and anything else that applies to the WMT over UHF TACSAT (DAMA or Non-DAMA) and VHF of HF. 6.0 PERFORMANCE OF SERVICE 7 - 11 January 2008 Daily Schedule: Monday through Friday: 0800 to 1200 Course Training 1200 to 1300 Chow 1300 to1800 Course Training After hour remediation if required 5 ? 6 January 2008 Daily Schedule 0800 to 1200 Course Training 1200 to 1300 Chow 1300 to 1800 Course Training After hours remediation if required. 7.0 GOVERNMENT RESPONSIBILITIES: The government will provide facilities for practical applications, computers for uploading the software, and radios.
