Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is PR-HQ- 08-10633 and is being issued as a Request for Proposal (RFP). The United States Environmental Protection Agency (US EPA), Office of the Administrator (OA), is conducting a full and open competition for Specialized IP/TV Video Broadcast and Video Engineering, Systems Engineering, Integration, Maintenance, Parts Repair/Replacements, Performance testing, Installation and Training Support Services. The contract type will be fixed price. The North American Industry Classification System (NAICS) code is 541330. The size standard is 4.5 million. EPA estimates the maximum effort for this requirement at 1200 hours for Fiscal Year 2008. This procurement is set aside for Small Business. The period of performance consist of a one-year base period with (4) one-year options. The base period will be effective January 1, 2008 through December 31, 2008. The following provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors ---Commercial Items; 52.212-3, Offeror Representations and Certifications----Commercial Items; 52.212-4, Contract Terms and Conditions?Commercial Items. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.222-39, FAR 52.232-33, FAR 52.222-41 and FAR 52.22-42. Evaluation Factors: Proposals submitted in response to this solicitation will be evaluated on a best value basis. Technical acceptability will be determined by a demonstration of a firm?s capabilities based on the Statement of Work (SOW). Prospective offerors should submit any questions they may have concerning this requirement by e-mail to Jody Gosnell at gosnell.jody@epa.gov and Michael Gilham at gilham.michael@epa.gov by COB January 3, 2008. Responses to such questions will be provided to all prospective offerors. Potential offerors are reminded that award can only be made to a Contractor registered in the Central Contractor Registration (CCR) database. Proposal Submission Instructions: The Offeror shall prepare a succinct project plan which demonstrates an understanding of the Statement of Work (no more than 20 pages, including resumes) via e-mail to Jody Gosnell at gosnell.jody@epa.gov and Michael Gilham at gilham.michael@epa.gov . Proposals must be received by 3:00 PM EDT on Wednesday, January 9, 2008. Offers that omit required items or information, or that reject the terms and conditions of the solicitation; may be excluded from consideration. STATEMENT OF WORK OA MOSS (Studio One) Specialized IP/TV Video Broadcast and Video Engineering, Systems Engineering, Integration, Maintenance, Parts Repair/Replacements, Performance testing, Installation and Training Support Services Background US EPA requires highly specialized broadcast video engineering support services, equipment repair and replacement needed to keep its mobile and studio based broadcast and post production facility operating 24/7. The Office of the Administrator, Multimedia Operations and Services Staff (MOSS) operates EPA's IPTV Video Broadcasts, Studio One and soon Studio Two (for radio/podcasting) and provides video services among other services to the Offices of the Administrator. At present, Studio One records, broadcasts over IPTV, EPA Channels 11 and 13, send and receives video to and from Verizon?s Audio Visual Operation Center (AVOC), re-broadcasts incoming IP video and conduct live, remote and post captioning of video. EPA's IPTV reaches approximately 17,000 desktops across the nation over its wide area network. Studio One's post-production and film-making services depends on its multiple editing suites and legacy video archives. The Video Archive stock tapes are being converted to digital format. EPA Studio One Control Room is connected by multimode fiber to 12 EPA HQ campus rooms through its 40 x 40 routing matrix switcher and jack fields mobile broadcast production racks link with live video and intercom during regular EPA events. Studio One is located at 1200 Pennsylvania Ave., Ariel Rios North Building, Washington DC Room 6330. Managing and maintaining Studio One services and its Control Room has become increasingly complex with its multiple overlapping functions and on going efforts to move from analog to digital. The recent jump to digital studio cameras and robotic pan/tilt and pedestal controls is an example of the nature of continuing equipment integration. Keeping Studio One operational while updating control systems requires part-time engineering support to handle recent changes, fine tune day to day operations, increase quality assurance, and keep Studio One compatible with the Television industry standards. The main purpose of this support contract is to continue integration of existing legacy analog video and audio and newly procured digital video, audio, web-based multimedia and video conference equipment. EPA Studio One is on the path to become digital by the year 2009 meeting federal requirement for all TV production and transmission to be digital. It is critical that EPA maintain legacy hardware and its compatibility with new media technology. Other equally important purposes of this contract include engineering support for periodic performance testing, and calibration of studio systems prior to and/or during major EPA events, the service and repair of video systems and training of EPA staff as new system/equipment are installed. Sample Task Order EPA will be constructing Studio Two (radio and Podcasting recording/IP broadcasting) during the period of performance of this contract. Studio Two is adjacent to and will be connected to Studio One?s Matrix Router. Studio Two will be a small, self contained design that will allow its Control Room to be used as a music creation and recording as well as a control room for Studio Two. The Studio Two recording space will contain 6 (existing Shure SM78) radio microphones mounted on Pro microphone arms and personal headphones, headphone level controls and cut switch. The control room will contain, at a minimum, a control surface (existing TASCAM 3200), Apple G-5 with Logic Pro (existing), M-Audio 88 Key USB Keyboard (existing). Further EPA desires to make IP audio connections to Radio Stations for live interviews with Senior Staff. EPA needs design plans and equipment listing for Studio Two's control room. The Contractor shall prepare systems engineering drawings and equipment list and integration schedule of Studio Two radio/podcasting functions. This includes recommendations for using existing or acquiring new equipment. Rack elevations and equipment list, and wiring diagrams will be evaluated as part of the contract submission. The Contractor shall also prepare for submission to EPA a work plan and general time estimate to set-up and configure Studio Two and its Control Room. Studio Two Control Room is approximately 10'x10' with two doors, one connecting the Studio Two with the Control Room and the other door directly opposite the first connecting Studio One's work space. Beginning in November 2008, EPA anticipates the need for contractor support to keep the equipment in the EAB/ALJ conference room functional. Support shall include performance testing and maintenance. To do so requires the contractor to perform or provide: Comprehensive Performance Testing and Maintenance; 24/7 Emergency Service Support; Instructions and/or Training for EPA Staff to Perform Appropriate Maintenance; and Warranty Service Installation. General Tasks Technical Maintenance of Equipment and Systems The Contractor shall keep the equipment in EPA's Studio One Control and Studio functional until such time EPA determines the equipment has reached technological obsolescence. To do so requires the contractor to perform or provide: Comprehensive Performance Testing and Maintenance 24/7 Emergency Service Support Instructions and or Training for EPA Staff to Perform Appropriate Maintenance Warranty Service Installation The Contractor shall be able to perform repairs at the component level of all EPA Studio One analogue and digital equipment and must possess capable /qualified technicians in the use and operation of test equipment required for servicing EPA's equipment. The Contractor shall be very familiar with system level troubleshooting and be able to quickly rectify video and audio level, color phase, and signal quality problems. The contractor must process demonstrated skills/expertise working in video broadcast environment. Specific Technical Tasks Systems Design, Engineering and Documentation for any change or improvement to Studio One, Two or mobile systems. Hardware Re-Calibration to manufacturers specifications as required. Component level repair and reconfiguration Custom programming for Routing Matrix and Server Interface Relocation and reinstallation of equipment as necessary to accommodate improvements Integration/replacement of equipment as required Performance Testing and Debugging before, during and after major EPA event broadcasts Trouble shooting and analyzing Image and audio quality issues as noted by EPA staff Equipment modifications as required Proper cable labeling as per industry specifications Annual performance checks of fiber and fiber transceivers and transmitters, Routine maintenance and calibration of control systems including AutoPatch 8Y3000 matrix routing switcher, audio and video patching, waveform and vectorscope, monitors, active distribution amplifiers, and processing amplifiers. Adjustment and modification of Apogee Director Matrix interface to address new and existing equipment integration. Adjustment and testing of all in service video switchers, pedestals, robotic camera controls and pan/tilt heads, and associated power supplies Design and preparation new cable harnesses and the replacement of defective cables, connectors, and adaptors Some tasks are optional and may or may not be exercised by the discretion of EPA. Operational Training, Coaching and Event Support The Contractor shall be skilled in providing on-site training, coaching, and maintenance instructions for the correct use of EPA's new and existing equipment. The Contractor, at EPA's discretion, shall be prepared to provide on-scene support for equipment set-up and troubleshooting as well as being on-hand during live event broadcasts for quality assurance reasons. All Existing and New EPA Equipments is covered under this Contract Include but are not limited to the following: Digital and analogue video cameras, imaging and video acquisition of remote sources Microphone and audio acquisition of remote sources Multi-channel Analogue audio mixing and recording control surfaces Digital video and audio signal processing and post processing Distribution amplifiers Video and audio jack fields (AVP) Digital Beta SX and DVcam standard definition broadcast recorders Mini DV, DVD-R+R, RAM, single and dual sided professional recorder and replicators 40x40 AutoPatch 8Y3000 Matrix routing switcher Slate 2100D Video and Audio Switcher Panasonic Digital MX-70 Video and Audio Switcher Grass Valley 100 Analog Video Switcher Video processing amplifiers Test signal generators (Tektronix) Video Coaxial cabling (routing and distribution) VTM Monitoring systems Current and legacy video recording and playback systems Non-linear Editing Systems (Apple FCP) Closed and open caption encoders and decoders Fiber optic transmitters and receivers Intercom MC/PL communications IFB (Interrupted Fold Back) communications systems Digital video rendering, conversion, compression Hitachi Robotic Cameras and camera control systems ISDN and IP video teleconference systems POTS and Hybrid systems Audio and video codec and encoders Streaming devices Remote control systems Digital disc recorders Robotic pedestal systems System Drawing and Documentation All systems integration and permanent installations will be documented using the master VidCAD DWG and database DBF formats. All cable run lists and equipment list and system configuration documents will be delivered to the EPA printed in a readable scale and in MS Excel and Adobe Acrobat. Procurement of Equipment The Contractor shall be asked to recommend and provide specifications and price evaluations for additional components, wires, connectors, adapters, interfaces etc., or to provide oversight of Studio One's equipment purchase process. The Contractor shall support EPA staff in locating equipment and material needed to maintain and or upgrade Studio One or Studio Two. In regard to procurement, receipt and handling of new equipment, the Contractor shall: Work with the manufacturer or it representative or seller as necessary for coordination and communication regarding purchases, returns, repairs, replacement, or warranty. Unpack and conduct verification/inspection/testing of equipment. EPA will procure all parts and materials Milestone Reporting The Contractor shall provide the EPA Project Officer written--email is acceptable--reports detailing progress and milestones reached. The Contractor shall include in the weekly report: A short progress description of each task underway and or accomplished and the associated number of hours used by task. Status reports shall include on-site and off-site work and as well status of equipment out for repair Each report shall be dated and delivered on the Friday of any week when the Contractor has been working under this contract. Service Agreement Terms EPA requires 24 hours or less response time on service calls placed Monday through Friday within normal working hours --- 9:00 am to 5:30 pm East Coast Time. Instant technical phone support and troubleshooting is required round the clock. To meet EPA's required response time the Contractor's offices must be located in the DC Metro area. Loaner equipment - the Contractor shall provide loaner equipment while a defective unit is in for repair or replacement. Work Space Requirements The Contractor shall be working in areas with and along side EPA employee?s. The Contractor will not represent itself as EPA to outside parties. To maintain public trust and to not mislead the public, the Contractor shall, when communicating with outside parties, explain that it is an Agency Contractor. When performing work for EPA, contractor personnel must be easily identifiable to the public as an EPA contractor through use of badges, corporate logos, or other distinguishable credentials. All work shall be accomplished as quietly as possible and further: All waste materials: boxes, plastic bags, packing, wire cutoffs shall be cleared from the work area floor and be properly disposed of. Reusable work materials shall be returned to the Studio?s storeroom. Tools will be placed back in the tool cases. The Contractor shall make every reasonable effort to maintain a safe workspace. The following Labor Categories apply to this Contract: Senior Broadcast Video Engineer - will have diverse design-build applications project experience in state-of-the-art broadcast television production studio and control rooms for analogue and digital video, audio equipment, signal processing, distribution and acquisition. A minimum of 20 plus years of experience in audio/visual engineering with a BS or better in Engineering is required. The Senior Broadcast Video Engineer is responsible for overseeing and/or performing the installation, operation, and maintenance of all electronic and mechanical equipment associated with video production. The Senior Broadcast Video Engineer will evaluate material and equipment needs to ensure proper operation and systems maintenance that meet industry standards. The Senior Broadcast Video Engineer is expected to exercise independent judgment and discretion on technical matters. Work involves determining equipment needs and preparing detailed budgets and recommendations including written specifications, justifications, and detailed component AutoCad drawings. The Senior Broadcast Video Engineer provides supervision over systems installers, integrators, and or service engineers. The Senior Broadcast Video Engineer prepares written work reports for EPA's review and inspection. The Senior Broadcast Video Engineer shall have superior skill in project management, systems design, control systems, estimating and equipment selection and specifications. Excellent communication skill, teamwork and training ability are a requisite. Systems Installer/Integrators/Service Engineers - will have recent, active video integration and installation experience with mechanical installation of broadcast equipment in control rooms and mobile racks. Demonstrated skills at the component level, fabrication of cable harnesses, wiring, testing, and maintenance are a requirement. Systems Installer/Integrators/Service Engineers are well versed in the operation and close working environment of a government studio operation. A minimum of 5-years of installer or integrator or service engineering experience is required. A degree in engineering is preferred.
