- This is a combined/ synopsis for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6, using Simplified Acquisition Procedures in FAR Part 13, as supplemented with additional information included in this notice. The United States Navy requires tailoring of utility uniforms to support the 800 plus Navy personnel processing for expeditionary missions per month for mobilization and individual augmentee assignments. This equates to 3200 uniforms and 1600 covers. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this Request for Quotation (RFQ) is PRN6260408BADGE. Uniform insignias and embroidery will be mounted in accordance with NAVPERS 156651. The anticipated period of performance consists of a 12 month base period and two 12 month option periods. The proposed contract will be a firm fixed-price, Indefinite Delivery ? Indefinite Quantity (IDIQ) type contract with delivery order provisions. The exercise of option years remains the Government?s unilateral right. Necessary tailoring services shall be as described below: Each uniform will be tailored with the appropriate identifying badges, emblems and logos sewn on it IAW the below sewing category requirements. a. JTF GTMO Navy Expeditionary Guard Battalion (NEGB) will have: i. 2 inch Velcro supplied by the government for the nametape, which will be have the loop (furry) side sewn to the uniform flush above the right (as opposed to the left side, which would be on the side of the wearer?s heart) pocket. The nametape itself will have the hook side of the Velcro attached, which would allow the member to attach the name tape to the loop side. ii. The ?U.S. NAVY? tape will be sewn flush above the left pocket, directly onto the uniform. iii. A JTF GTMO NEGB Master at Arms Badge/patch will be provided by the government and sewn centered on the left pocket for Males (which will require the pocket to be removed to accomplish this), and it will be centered and ? inch above the ?U.S. NAVY? tape left side for Females. iv. No name tape will be sewn on the trousers. v. Primary Warfare Qualification should be four inches wide and centered one-quarter of an inch above the nametape on the left breast pocket. vi. Secondary Warfare Qualification should be centered one-quarter of an inch below the top flap of the left breast pocket. vii. Additional Command Insignia or Post Command Insignia will need to be sewn as required. These Insignia will be placed on the right breast centered one-quarter of an inch above the nametape for incumbents, and it will be on the left breast pocket one-quarter of an inch below the top of the pocket flap. Where a secondary warfare qualification exists, center the command insignia one-quarter of an inch below the pocket flap. viii. Rank Insignia for Officers and Chief Petty Officers should be centered on the collar one inch from the front and lower edges of the collar and should be positioned along an imaginary line bisecting the angle of the collar point. Line Officers have rank insignia on both collars, and Staff Corps Officers and Warrant Officers will have the rank insignia on the right collar and the staff insignia on the left collar. Chief Petty Officers wear rank insignia on both collars. ix. Rank Insignia for Petty Officers (E4 to E6) wear rank insignia along an imaginary line bisecting the angle of the collar point with the bottom of the rank insignia one inch from the collar point. Petty Officers wear rank insignia on both collars. x. Eagles will face each other for rank insignia on the collars. xi. The eight-point cover with rank insignia centered flush with the headband portion of the cover on the forward section. b. COMUSNASO JTF GTMO will have: i. 2 inch velcro supplied for the nametape, which will be have the loop (furry) side sewn to the uniform flush above the right (as opposed to the left side, which would be on the side of the wearer?s heart) pocket. The nametape itself will have the hook side of the velcro attached, which would allow the member to attach the name tape to the loop side. ii. The ?U.S. NAVY? tape will be sewn flush above the left pocket. iii. Additionally, this uniform will not have a nametape sewn above the right rear pocket of the trousers. iv. Primary Warfare Qualification should be four inches wide and centered one-quarter of an inch above the nametape on the left breast pocket. v. Secondary Warfare Qualification should be centered one-quarter of an inch below the top flap of the left breast pocket. vi. Secondary Warfare Qualification should be centered one-quarter of an inch below the top flap of the left breast pocket. vi. Additional Command Insignia or Post Command Insignia will need to be sewn as required. Minimum .24-48 hours turn around on some uniforms (average 100 uniforms per week). Maximum 48-72 hours turn around time for others. ( up to 600 uniforms per week) 4) Cost per uniform will be based on the requirements listed on the ?Sewing Services? page.
