- The Nebraska Air National Guard located at Lincoln, Nebraska and the USPFO for Nebraska intends to issue an Invitation for Bids (IFB) to award a firm fixed-price, lump sum contract for non-personal construction services to provide for all labor, tran sportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the Repairs Maintenance Hangar, PN: NGCB 962290. A Base Bid and 4 Additive Bid Items (ABI) will make up the structure of the bid. Contractors are requir ed to price all items. Evaluation of Bids shall be completed as per the solicitation provisions. The ABIs are listed in priority order in the Specifications and on the drawings. The contractor will be required to work within the phasing requirements of t he project in order to maintain accessibility to the shops and hangar as required by the base. Elements of work include selective demolition, ACM roofing demolition, site clearing, limited earthwork operations, concrete foundations, metal stud non-load-be aring walls, concrete and brick masonry construction, structural steel beams, columns and metal fabrications, adhered EPDM roofing, fluid-applied roofing, gypsum drywall, painting, resilient tile, resilient base, lay-in acuostical tile ceilings, hollow met al doors, frames and borrow lites, aluminum windows and storefronts, fire suppression equipment, antenna tower and related access items and other miscellaneous construction. The Construction Performance period shall be 270 calendar days after Notice to Pro ceed is acknowledged. IAW FAR 36.204, the estimated price range is between $1,000,000 and $5,000,000. A single award will be made. The contract will be awarded under sealed bid procedures per FAR Part 14 as specified in the solicitation. Standard Industri al Classification (SIC) is 1541. North American Industry Classification System (NAICS) is 236210. The size standard for small businesses is $31 million annual receipt for the past 3 years. Failure to submit a responsive bid shall result in rejection of th e bid. This action is being procured on an UNRESTRICTED basis in accordance with the Small business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). The HUB-Zone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan shall be required if the contractor is a large business and must be submitted and approved prior to award. The tentative date for issuing the solicitation is on-or-about 4 January 2008. The date for the pre-bid conference is January 15, 2008, 10:00 a.m. local tim e at the Lincoln Base Civil Engineering Classroom located on the Air Base at 2445 West Furnas Ave, Lincoln, NE. All interested contractors, subcontractors and suppliers are encouraged to attend. Only ONE site visit will be held. Contractors are require d to register by email that they are attending and the names of those attending with them. Each attendee will be required to show a Govt issued Photo Id for admittance to the base. The solicitation closing date is scheduled for February 7, 2008, 1400 hour s at the USPFO for Nebraska, 1234 Military Road, Rm 116, Lincoln, NE. Actual dates and times will be identified in the solicitation. Interested bidders must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register vi a the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. The contractor will be requi red to have a DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website h ttp://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site . A link to the plans and specs can be found under PLANS at the solicitation website. No telephone requests will be accepted. For security reasons, all potential bidders, plan rooms and printing companies are required to register in the Central Contr actor s Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site.
