- The following scope of work is replacing the previous scope of work listed in this solicitation VA528-08-RP-0027. All bidders that bid on the original scope of work will be reevaluated to include the revised scope of work. Correct Electrical Deficiencies Project Number is 528A8-08-836. The Contract award is now anticipated to be March 2008. The Construction Cost Range for Projects 528A8-07-810 A/E Design Emergency and Electrical Upgrades and Project Number 528A8-08-836 A/E Design Correct Electrical Deficiencies is between $5,000,000 and $10,000,000. The Construction may be phased depending on the funding. Please read the solicitation carefully. The Selection Criteria and the Submission Requirements stay the same. Any Request for Information (RFI) will only be accepted on letterhead with the Solicitation number listed, project name and a signature. Please allow 48 hours for a response. RFI's will be accepted via mail, fax 518-626-6849 or by e-mail Kellyann.Bruno@va.gov In the subject field please include the project name and solicitation number. A site visit for all interested parties will be on schedule shortly through a modification. Please stay posted. Request for Proposal (RFP) are due January 28,2008 no later than 1600. Scope of Work Emergency Electrical Upgrades Correct Electrical Deficiencies Project 528A8-07-810 Project 528A8-08-836 One Architect/Engineer contract will be awarded to accomplish two electrical projects. The work shall be designed and drawings and specifications will be provided to accomplish the projects by a number of complete, stand alone, phased construction/renovation contracts due to funding or other issues. Construction/renovation contracts for portions of the project work may be awarded while other portions of the work are still in design. The progress and costs associated with each project must be tracked individually. Emergency Electrical Upgrades ??? An investigative Study to determine the best method of achieving compliance with VA Design Standards and NFPA requirements for emergency electrical power generation and distribution at the Stratton VA Medical Center. Includes review of existing Electrical Distribution studies (2002 and 2005), electrical distribution plans and existing conditions. ??? Constructing a building addition to locate a new emergency generator(s) and paralleling switchgear utilizing existing generators and switchgear to the greatest extent possible and installing additional switchgear as necessary is included. ??? Replacement of the existing emergency electrical distribution system including but not limited to buildings 1, 2, 3, 4, 5, 6, 7, 12, 14,24, 25, 26, 35, 51, 53 and 54, including approximately 17 existing automatic transfer switches, with a new code compliant emergency electrical distribution system complete with necessary switchboards, transformers, automatic transfer switches and panels, is proposed. Correct Electrical Deficiencies ??? An investigative Study to determine the best method of achieving compliance with VA Design Standards and NFPA requirements for electrical power distribution at the Stratton VA Medical Center. Includes review of existing Electrical Distribution studies (2002 and 2005), electrical distribution plans and existing conditions. ??? Replacement of electro mechanical relays in breakers in outdoor distribution switchgear. ??? Upgrade/replace existing outdated normal power distribution switchboards in buildings 1, 2, 3 and 4. Testing and adjustment of distribution breakers in buildings 5, 6, 7, 14, 26, and 54. ??? Perform a load flow study and replace risers and panels that are beyond their useful life (VA Standards) or are over-dutied. Replace circuit wiring beyond its useful (VA standard) life. ??? Correct architectural and engineering code issues including but not limited to lack of second means of egress to electric rooms, lack of panic hardware, inadequate ventilation of electric rooms and access issues including lack of required clearances. Existing electric rooms may be undersized and the construction of new electric rooms may be required. ??? Other electrical subsystems including CCTV for surveillance of water services. ??? Power Factor correction by means of stepping capacitors or individual capacitors for major pieces of equipment will be identified, studied for payback and included in the project when deemed advantageous by the VA. The removal of existing electrical distribution system components and installation of new items is primarily electrical, but includes all necessary disciplines including but not limited to architectural, mechanical, structural and industrial hygiene. Design services shall include, but not be limited to, providing complete working drawings, specifications, and detailed cost estimates. Services include meeting with various VA employees in order to fully understand the functional needs, carefully reviewing the space selected for this project, preparation of construction cost estimates, designs and construction contract documents as described herein. Design services for asbestos abatement, if found to be required at any time during the project, shall be required for an additional fee. If Asbestos Monitoring services are required during construction, these services will be performed by another contractor retained by the VA. Specifications shall be compiled from VA master specifications which are available on the internet. Design services shall include infection control design in order to be in compliance with the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) Environment of Care Standards. Drawings will be CADD generated demonstrated to be fully compatible with AutoCad 2008. The Architect/Engineer will assist the VA during solicitation by answering questions and attending the Pre Award conference. Construction period services shall include submittal and change order review, attendance at periodic project meetings and inspections.
