Description

On or about 17 Jan 2008, the US Army Corps of Engineers, Alaska District, will issue a Request for Proposal for the Design and Construction of an Expansion to the existing Physical Fitness Center at Fort Richardson, AK. Project includes reorganizati on snd expansion of specific areas such as free weight area, large group exercise area, small group exercise area, combination basketball and volleyball courts, indoor running track, structured activity area, cardio equipment maintenance area, storage area ; a new indoor swimming pool including all required pool support areas and infrastructure; baseball field, softball field, multi-purpose field and outdoor running track. Award will be based on the Best Value approach for a 1-Phase s olicitation where qualifications, technical and price are evaluated in a single phase. This solicitation is unrestricted and open to both large and small business participation. NAICS code for this project is 236220. For the purpose of this acquisition, a concern is considered small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $31 million. The proposed acquisition will result in a fixed-price contract. The estimated design and construction cost for this pr oject is less than $25,000,000. Large business concerns submitting proposals for construction exceeding $1,000,000, shall comply with Federal Acquisition regulation 52.219-9 regarding the requirement for a small business subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2008: Small Business (SB) 51.2%;Small Disadvantaged Business(SDB) 8.8%; Woman-Owned Small Business (WOSB) 7.3%;HUBZone Business 3.1%; Service Disabled V eteran-Owned Small Business (SVOSB) 1.5%. Prospective offerors, subcontractors, and Dodge/Plan Room are required to self-register their firm or office on the Internet to download the solicitation from the internet. Those registering are responsible for the accuracy of the information. It is the responsibility of the contractors to check for any posted changes to this solicitation. All proposal forms, bonds, and other normal document required for the proposal submittal, including amendments to the proposal submittal, sh all be in paper medium.
