Description
Request for Information (RFI): This RFI is an attempt to locate businesses, experienced in Aerospace Ground Equipment (AGE) maintenance and Transient Alert (TA) services, expressing an interest in performing these requirements. This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. Any information provided to the Government is strictly voluntary and at no cost to the Government. Statement of Need: (Note: The description herein is a summary of the required services and is not intended to be all-inclusive). Aerospace Ground Equipment (AGE) management, maintenance and storage: Provide services to effectively maintain and store approximately 678 War Reserve Material (WRM) AGE items (218 powered AGE and 460 Non-Powered AGE) in Accordance With Air Force Instruction (AFI) 21-101, WRM AFI 25-101, USAFE supplements and all AGE applicable Technical Orders. The services include the following: AGE Management: Provide work center management oversight to include providing information to assist in the development, preparation, submission, and maintenance of financial plans and budgeting estimates IAW the objectives and responsibilities outlined in Public Law, DoD/Air Force series directives, applicable AF/USAFE/Wing/Base instructions, regulations, and plans. AGE Production Support: Manages all support equipment maintenance and inspection scheduling activities for AGE maintained by the flight. a. Create and manage a schedule for Periodic Inspections, Unscheduled Maintenance, One Time Inspections and Time Compliance Technical Orders (TCTO), and servicing. b. Maintain a current Equipment Status File c. Maintain documentation of AGE historical records d. Conduct AGE Familiarization training to end item users d. Maintain Corrosion control listing AGE Supply Support: Provides supply function services to support the AGE maintenance and inspection function. a. Manage the tool and equipment program using the Tool Accountability System (TAS) to include issue, receipt and inventory of general, special and spare tools. b. Maintain Bench stock, work order residue and precious metals c. Manage Hazardous Material program and supplies d. Manage and Maintain Technical Order and Work Card program e. Requisition replacement parts for assigned AGE f. Manage the flow of Due-In From Maintenance assets Test Measurement and Diagnostic Equipment (TMDE): Performs as the base point of contact for approximately 200 pieces of Test Measurement and Diagnostic Equipment (TMDE) calibration. a. Act as a focal point for collection between RAF Fairford and RAF Feltwell contractor b. Coordinate actions with managing organization. c. Coordinate transport of TMDE to/from the Precision Measurement Equipment Laboratory (PMEL) at RAF Feltwell (scheduled trips twice per month on a rotating basis between AGE, Vehicle Maintenance, and Communication Squadron. AGE Inspection and Maintenance: Inspect and maintain assigned AGE within specific guidelines of applicable Technical Order directives: a. Perform Periodic Inspection, Unscheduled Maintenance, One Time Inspections and Time Compliance Technical Orders (TCTO), and servicing b. Process AGE Peacetime Use Request for ACC, AMC, USAFE, and Special functions such as the Royal International Air Tattoo (RIAT) to include, removal from storage, preparation for use, delivery to staging point and reconstitution of AGE equipment items. c. Coordinate organization to RAF Fairford reimbursement for any damages, cost for fuel and parts required during their usage of the WRM AGE d. Preparation for AGE shipments Peacetime Operation Support: As a projected future workload, there is a possible addition of 25 peacetime assets to the inventory. The service provider shall provide AGE support for these assets at RAF Fairford and RAF Welford if they are acquired. a. Perform Age Issue, Pick up and Delivery function b. Service and Clean AGE c. Performs minor on-site maintenance for RAF Welford and RAF Fairford positioned items. Structural Maintenance: Manages structural repair and corrosion control programs a. Provide supply function services to support the AGE maintenance and inspection function b. Provide inspection, damage evaluation, repair, manufacture, and/or modification of metallic, composite, fiberglass, plastic components, and related hardware associated AGE equipment c. Operate GERBER Edge II stencil/Decal Machine, utilizing Government provided consumables. Transient Alert (TA): Service provider shall perform basic TA duties to support the recovery and launch of transient aircraft. The services include the following: a. Support aircraft recovery, services limited to follow-me services, marshal aircraft, chock aircraft tires, and engine shut down. b. Support aircraft departures, services limited to un-chock aircraft, marshal aircraft, follow-me service to taxi way Quality Assurance (QA): Evaluate the quality of maintenance accomplished in the AGE function and performs necessary functions to manage the organization’s Maintenance Standardization and Evaluation Program (MSEP). a. Implement and administer the MSEP b. Conduct QA inspections c. Responsible to the ABG/CC to perform as the primary technical advisory agency for interpretation of maintenance and inspection data and submits monthly and quarterly reports. d. Manage the Product Improvement Programs (PIP) and Technical Order Distribution Office (TODO) Applicable to all services: Services shall be performed in accordance with (IAW) the objectives and responsibilities outlined in Public Law, DoD/Air Force (AF) series directives as well as USAFE/Wing/Base instructions, regulations, plans and applicable equipment and/or general support technical orders/data. a. Provide all equipment, tools and supplies unless specified in the Performance Work Statement (PWS) as Government furnished or provided. b. Perform all computer workgroup management responsibilities within the functional area for all Government provided equipment. c. Perform records management for all generated and received government documents. d. Perform in an environmentally acceptable manner e. Establish an occupational health and safety program for employees which complies with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) and the resulting OSHA Standards 29 CFR 1910 and 1926, including applicable DOD and Air Force Safety Guidelines required to protect Government resources and the general public. Comply with Air Force Occupational Safety and Health (AFOSHSTD) Standards only to the extent required to protect AF resources (facilities, equipment, and AF personnel) and the general public. f. Comply with all base security requirements. If as a result of the Market Research report a standard competition is announced and the services are solicited as a whole, a single NAICS code will be selected that best describes the overall acquisition based on value. Request companies interested in performing the services described above; provide an electronic capabilities package to the contracting officer not later than 15 FEB 06. In addition to describing capability to provide the service, ensure the package addresses the following: (1) Company name, address, point of contact for follow-up questions (as a minimum, submit name, telephone number and e-mail address); (2) Discuss your ability and sources to obtain and retain qualified personnel. (3) Indicate if your role in the performance of the consolidated requirement would be: (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe; (4) If you indicated your role as “Prime Contractor” on Question 3, indicate the functions for which you plan to use subcontractors; (5) If you indicated your role as “Prime Contractor” on Question 3, please provide brief information you feel would indicate your capability to mobilize, manage, and finance a service contract such as this; (6) Indicate if your company primarily does business in the commercial or Government sector; (7) Provide a summary and customer points of contact on past contracts for similar services (if applicable); (8) Indicate which NAICS code(s) your company usually performs under for government contracts (if applicable); and (9) Please provide suggestions to maximize the effectiveness of the anticipated solicitation and resulting contract in providing quality services to 423 Contracting Flight, RAF Alconbury.
