- DESCRIPTION: The U.S. Coast Guard intends CONTRACTOR SERVICES FOR TO PROVIDE TECHNICAL TRAINING COAST GUARD PERSONNEL IN ACCORDANCE WITH THE SOW. This notice is a solicitation for a commercial SERVICE in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on a(n)UNRESTRICTED. HOW TO RESPOND: In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and Cost Proposal by 2:00 PM, ET, JAN 02, 2008. Cost Proposal: provide Firm Fixed-Price. Offerors must submit proposal to Baptistia Albino, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to Baptistia.Albino@uscg.mil are PREFERRED, and must be timely. Proposal Evaluation Criteria: Award will be based on Best Value. Questions about this requirement must be in writing and submitted by fax or e-mail. Telephone inquiries are strongly discouraged. Due to change in Coast Guard Evaluating Personnel, the evaluation criteria has been amended to reflect the change. Bids will be evaluated as follows.******************************************* **************************************************************** ? At least 5 years instructional experience in teaching confined space entry. ? At least 2 years instructional experience in teaching confined space or other safety courses to Coast Guard military and civilian personnel at CG training centers and/or other CG locations. ? Familiar with Coast Guard organization and operations involving, shore and aviation confined space entry. ? Knowledge of Federal Regulations outlining Permit Required Confined Spaces (29 CRF 1910.146) and U.S. Coast Guard Confined Space Policy (COMDTINST M5100.47 Ch. 6 Confined Space Safety Requirements) regarding confined space entry and risk management. ? Experienced in all aspects of shore confined space entry, rescue and emergency services. ? Use of a risk management instructional approach to confined space entry, work and exit integrated into hazard recognition, evaluation and control ? Use of additional instructor(s) to assist. ? Price and Price-Related factors are important, however prior experience and qualification factors are far more important.
