Description
This is a combined Synopsis/solicitation for Commercial services and is issued in accordance with the format in subpart 12.6 of the FAR, as supplemented with additional information included in this notice and pursuant to FAR Part 6.302-1 and HSAM 3006.302-1. This combined synopsis constitutes a solicitation and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-22 This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request For Quotation Number is HSCG40-08-Q-40730. The NAICS code for this solicitation is 238210 and the small business size standard is $13.0 Million. Statement of Work: The U.S. Coast Guard has a requirement for the following: Contractor shall provide services of five (5) qualified marine electrical workers and one (1) lead electrical worker to assist in performing electrical work onboard Coast Guard vessels at the U.S. Coast Guard YARD, 2401 Hawkins Point Road, Baltimore, Maryland. Workers and lead worker are expected to begin work as soon as award is made and continue work for approximately four (4) weeks. Electrical workers and Lead Electrical Worker shall be required to work Monday through Friday for ten (10) hours each day and eight (8) hours on Saturday. The duties for the workers and lead worker shall be defined each day by the Ship Superintendent for the particular vessel on which they are working. The Lead Electrical Worker shall report to the Coast Guard Technical Point of Contact at the beginning of each workday to report the accomplishments of the tasks completed the day before and for an inspection of the services that have been performed. The Lead Electrical Worker shall be responsible for the performance of the work and shall be responsible for communicating and directing all effort under the contract to the Electrical Workers. The electrical workers and Lead Electrical Worker being supplied to the Coast Guard YARD are expected to perform all kinds of skilled journeyman electrical tasks involved in the construction, repair, maintenance and conversion of various type craft. Working from blueprints, drawings, and verbal instruction, the workers shall repair and install electrical cable and wiring systems for ship?s power, light, communications and control circuits. The contractor shall supply workers experienced and capable of working in a shipyard environment. Equipment Responsibility: The contractor shall be responsible for providing their own basic hand tools such as pliers, screwdrivers, etc., safety helmets, glasses, and shoes. The following FAR clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at http://www.acquisition.gov/far. FAR 52.212-1, Instructions to Offerors?Commercial Items (Nov 2007) and the following addendum: Required Technical Qualifications: The electrical workers and Lead Electrical Worker provided shall have a thorough knowledge of all phases of the trade including theory and practice, and of the equipment, tools, materials and supplies used. The workers and lead worker must be knowledgeable of trade methods and the proper sequence of performing trade tasks and shall be able to discern his work from drawings or blueprints. The workers and lead worker shall also be well versed in the use and knowledge of electrical tools and instruments. Submission of Offers: Preparation Instructions: FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2007); these certifications must be included with quote. Technical Proposal: The offeror shall submit a technical proposal that documents the marine qualifications of the Electrical Workers/Lead Electrical Worker that they commit to supply under any resulting contract. A proposal that merely states that the workers and lead worker will meet all the requirements of the solicitation may be determined technically unacceptable. Any offer submitted shall include resumes outlining details of the types of experience, as it relates to the required technical qualifications above, including marine experience, for each Electrical Worker/Lead Electrical Worker proposed. The proposal shall also include details that confirm that the offeror is capable of supplying the required five (5) Electrical Workers and a Lead Electrical Worker upon award. Note: The contractor who is awarded this contract shall be required to submit the names and skill levels of all workers and lead worker that are intended to be provided to fulfill this requirement. It is expected that the electrical workers supplied shall have journeyman capabilities and the names, social security numbers and qualifications of these workers shall be provided as part of the contract. The name and qualifications of the lead electrical worker shall also be provided. Past Performance: Offeror shall supply at least one (1) relevant marine shipyard recommendation for past performance evaluation purposes. Price Proposal: Offeror shall provide straight time and overtime hourly rates for Electrical Workers and Lead Electrical Worker. These rates shall include all costs to perform the required services, including any travel, per-diem and any other related costs. The Government estimates that there will be a need for approximately 800 hours of straight time service for Electrical Workers (160 hours each), 360 hours of overtime service for Electrical Workers (72 hours each), 160 hours of straight time service for the Lead Electrical Worker and 72 hours of overtime service for the Lead Electrical Worker. These are estimated hours only and are not a representation to an offeror or contractor that they will be required. Conditions may change and there may be a need for significantly less or more hours. Proposed rates shall be fixed and shall remain fixed throughout the period of performance. Electrical Workers/Lead Electrical Worker shall be entered into the Coast Guard YARD?s Time & Attendance system for tracking purposes only. All services provided over eight (8) hours per day/forty (40) hours per week shall be considered overtime. On days of inclement weather, contractor shall call the Coast Guard Inclement Weather Hotline at (410) 636-7910, Option 1. If the recording announces that the U.S. Coast Guard YARD is closed, contractor shall NOT report to the YARD and WILL NOT be compensated for that day. In the event that the contractor reports to the YARD and is sent home (inclement weather, no work, etc.), contractor shall receive a minimum of two (2) hours compensation at the standard rate at which they are authorized under the contract. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. FAR 52.212-2, Evaluation ? Commercial Items, (JAN 1999) and the following addendum: Proposal Evaluation: The Government will evaluate all offers to be qualified for award as follows: The Government will review each proposal submitted in response to this solicitation and make award to the offeror who submits the best proposal for supplying the required number of personnel with the qualifications listed above. The Government will consider price as a factor in the evaluation, but the contractor?s technical qualifications and capability to provide the required number of Electrical Workers/Lead Electrical Worker are more important. Past Performance information will also be considered. The experience will be evaluated for its relevancy and should be recent. Firms lacking a record of relevant past performance history, or for whom information on past performance is not available, shall receive a neutral evaluation. Marine shipyard experience is required. Proposals not meeting this requirement may be determined unacceptable. The evaluated price will be obtained by multiplying the estimated number of hours times the relevant labor category rates. Price evaluation will be performed by the Contracting Officer to determine the reasonableness of each proposed price. The Government reserves the right to make an award without discussions. This requirement will be awarded on an all or none basis. The Government reserves the right to terminate the contract at any time.
