Description
DESCRIPTION: The Department of Veterans Affairs Nebraska Western Iowa Health Care System (NWIHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with Given Imaging Inc under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-22. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to acquire one GIVEN Workstation with 20 inch monitor (P/N: 40300), two DataRecorder 2C Kits (P/N: 40281) and 3 PillCam SB 2 10-Pak Kits (P/N: FGS-0180). Rational for Sole-Source Purchase: NWIHCS has a significant number of Attending, Consulting, Fellow and Resident physicians who rotate between the Omaha VA Medical Center and these affiliated medical schools and university hospitals. Given Imaging???s PillCam Endoscopy system is already in use at our medical affiliates, both University of Nebraska College of Medicine/UNMC and Creighton University College of Medicine/CUMC. To ensure the highest level of patient safety, it is important that the Omaha VA Medical Center utilize the same equipment so that these rotating physicians are all clinically competent to use this form of video endoscopy no matter which location the procedure is being done at. This is especially important when considering the competency of on-call staff who provide night, weekend and holiday coverage at both the Omaha VA Medical Center and the affiliated hospitals. Our medical residency training programs utilize this equipment in the training programs at both affiliates. For continuity of training, the VA requires the same equipment. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, January 3rd, 2008, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
