- NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at https://www.fedteds.gov/. Description of work: This solicitation is for the design, permitting, site preparation a nd construction of the project Construct a BRAC F100 Propulsion Shop (1394 SM). Construct approximately 3000 SF addition to Bldg 2121. Alter the interior maintenance bay to provide full environmental and particulate control by insulating existing walls a nd roof and new HVAC distribution equipment and power supply. This project will be solicited on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 with a hub-zone evaluation preference utilizing a One Phase Des ign Build Request for Proposals. This proposal will be procured using a best value Performance Price Trade off Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (7) Part 15.101-1. Offerors are required to submit a price and te chnical proposal. Each proposal shall contain the offerors best technical proposal and best price. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. The estimated magnitude of this project is between $1,000,000 and $5,000,000. Option s may be included. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the Central Contractor Registrati on (CCR) at www.ccr.gov. After completing CCR, in order to download RFP documents contractors and their subcontractors must register at Federal Technical Data System (FedTeDS) at www.fedteds.gov. To locate solicitations, Contractors can go to Fedbizopps a nd search for the solicitation number at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the Fedbizopps site. It is the Offerors responsibility to check the Internet address provided as necess ary for any posted changes to this solicitation and all amendments. This solicitation will be issued in electronic format only and will be available on or about 22 January 2008. Notification of amendments will be through use of FedTeDS. No addi tional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
