RFP VA263-08-RP-0087 Submittals Due: February 22, 2008 at 4:30 p.m. CT Pre-Proposal Conference/Site Visit: January 23, 2008 AT 9:00 a.m. in Room 4T-112, Education Service, VA Medical Center, Bldg. 70 (Main Bldg), Minneapolis, MN 55417 Z - CONSTRUCTION PROJECT - SURGERY CHILLER REPLACEMENT The Contractor shall provide all labor, materials, and equipment to replace two existing 330-ton chillers with two new 299-ton chillers and two new cooling towers. The existing chillers are located in the VA Medical Center. The new chillers will be installed at the same location as the existing chillers and will use new, existing and modified piping. The system shall be fully automated requiring no manual intervention beyond "start/stop" command for routine operation. The new equipment shall utilize the existing JCI Metasys, FMS for monitoring and system control. The new cooling towers will be installed outside of the VA Medical Center on a new foundation with a new structural steel support structure. New in-ground piping from the new cooling towers to the new chillers will be required. The Contractor shall construct a new wall in the tunnel between mechanical rooms "A" and "J" to provide a barrier between the chillers and mechanical room "A" in accordance with ANSI/ASHRAE Standard 15-1994, latest version. This RFP also contains four ADD ALTERNATES: Add Alternate No. One - Contractor shall install a new metal screen around the new cooling towers. The work shall include, but not limited to the, installation of the screen wall, stairs, foundation and additional structural support system as required by the contract drawing and specifications. Add Alternate No. Two - The contractor shall supply and install an additional heat exchanger and inline circulating pump for the glycol system serving the high temperature condenser water loop. Add Alternate No. Three - The contractor shall provide and install chillers with frictionless bearing in lieu of the specified base bid chillers. Completion Time: Contractor shall complete all related project construction and testing with 259 calendar days from the Notice to Proceed. Testing and commissioning shall be completed in Spring 2009 or as directed by the COTR. Liquidated Damages: $500.00 per calendar day, including holidays and weekends. NAICS 238220 - $13M applies. All responsible and interested offerors should contact the POC below for a copy of the CD containing solicitation documents and the drawings in .pdf format for Request for Proposals (RFP) VA263-08-RP-0087. Offerors are to complete ALL required sections and provide all required information. Offerors are to submit one (1) hard copy set of documents which include technical and cost proposals and one (1) compact disk (CD) that contains all information provided in the hard copy, not later than Friday, February 22, 2008 at 4:30 p.m. CT. This notice and the Scope of Work document are the only documents that will be posted on www.fbo.gov for this project. Solicitation documents and drawings will be available only to offerors that pre-register for the Pre-Solicitation Conference/Site Visit. All solicitation documents and drawings will be sent via U.S. Mail or FedEx on compact disk (CD). Offerors are cautioned to allow adequate time for the CD to arrive at their offices and for evaluation purposes before the Pre-Solicitation Conference/Site Visit. The Government WILL NOT entertain sending these documents by any other method due to the document/drawing size. CDs will not be available at the Pre-Solicitation Conference/Site Visit. The VA has scheduled a PRE-PROPOSAL CONFERENCE/SITE VISIT for Wednesday, January 23, 2008 AT 9:00 a.m. in Room 4T-112, Education Service, VA Medical Center, Bldg. 70 (Main Bldg), Minneapolis, MN 55417. At the conference prospective contractors will have the opportunity make inquiries of VA staff. The VA feels that the Site Visit is essential to understanding the project. While the Site Visit is not mandatory, prospective contractors are advised that FAR Clause 52.236-3 Site Investigation and Conditions Affecting the Work apply.
