Description
This design-build project will include the design and construction of a new consolidated indoor fitness facility, an outdoor 50-meter 10-lane swimming pool with change house, a lighted outdoor synthetic playing field, a field maintenance building, and an outdoor running/jogging track. The fitness facility will include a lobby/reception area; basketball/volleyball courts with spectator seating; fitness equipment spaces/group exercise areas; locker rooms; support spaces to include laundry, storage, and bathrooms; administrative spaces; and activity spaces to include snack/vending machines and a multipurpose room. Demolition of the existing outdoor swimming pool is also required. Award resulting from the solicitation is subject to receipt of the Record of Decision and Congressional/ Presidential approval of the FY08 National Defense Authorization Act and the FY08 MILCON Appropriation Act. Estimated range from $25,000,000 to $55,000,000. THE NORTH AMERICAN INDUSTRY C LASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $31.0 MILLION OVER THE PAST THREE YEARS. This procurement is UNRESTRICTED. Contract award will be made to the Offeror proposing the best value to the Government from a technical and price standpoint. When combined, the technical evaluation factors will be considered approximately equal to price. The technical evaluation factors are anticipated to be as follows: (1) Past Performance; (2) Experience and Qualifications; (3) Management Plan and Project Schedule; (4) Small Business Utilization; and (5) Technical Solution. The Request for Proposal (RFP) will be made available electronically and be posted on the Navy Electronic Commerce Online (NECO) world wide web site, http://www.neco.navy.mil, for downloading on or about 24 January 2008. Amendments and Notices will also be posted on the NECO website, http://www.neco.navy.mil, for downloading. This will be the normal method of distributing amendment s and notices; therefore, it is the Offeror's responsibility to check the website daily for any amendments and other information pertaining to this solicitation.
