- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-21.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 321911 with a small business size standard of 500 employees. This requirement is set aside 100 percent for small business, therefore, only small businesses may submit a quote *** *** The National Institute of Standards and Technology is seeking to purchase accordion type doors for three (3) rooms with a total of five (5) openings to be installed by the Contractor at the National Institute of Standards and Technology in Gaithersburg, Maryland. The doors shall be accordion-type with panels connected continuously along the top and bottom by a steel hardware hinge system. Individual hinges shall be riveted to those adjoining, and contain stops to maintain a uniform extended position. Extruded vinyl seals securely connect all adjoining panels top to bottom. Doors shall be suspended by nylon wheels from aluminum overhead track. All necessary hardware and moldings shall be included for normal installation. The rooms are Lecture Room A, Lecture Room B and Lecture Room F. All rooms are located in the Administration Building, Building 101. Lecture Room A and B have two openings each. Each room has openings approx. 7 foot 4 inch high x 11 foot 1 inch wide and 7 foot 2 inch high x 6 foot 2 inch wide. Lecture Room F has one opening approximately 7 foot 2 inch x 6 foot 2 inch wide. *** ***All interested Contractors shall provide a quote for the following line item: LINE ITEM 0001: Quantity One (1) Job, Contractor shall furnish and install five (5) accordion-type doors in three (3) rooms at the NIST campus, in accordance with the following specifications: Accordion Doors shall meet the following required minimum specifications: A. Components: (1) Track shall be 1-1/8 inch x 1 inch aluminum, pre-punched for screw fasteners for surface mounting; (2) Roller assembly shall be nylon wheels on ball bearing steel axles, rivet attached to hinge, dual trolley at lead post, single trolley at alternate panels, type for specified track; (3) Hinge assembly shall be 18 gauge steel, continuous pin, rivet attached to top and bottom of door panel with automatic stop at full extension; (4) Panel core material shall be 1/4 inch thick medium density fiberboard with rabbeted edge for panel connector; (5) Panel connector shall be continuous non rigid vinyl inserted and glued into panel rabbet; (6) Lead post shall be extruded aluminum, 3/4 inch x 2 3/4 inch cross section; (7) Handle shall be rigid molded polyvinyl chloride; (8) Latching shall be magnetic catch; (9) Door opening assemblies shall meet ADA compliant opening lead force regulatory requirements and, (10) For performance requirements, door panel core material shall be class 1 fire retardant. B. FINISHES: (1) Panels shall be hardwood veneer with sealer and clear lacquer topcoats. Supplier shall provide samples of wood finish for selection by NIST. NIST shall select the color and type that most closely match the existing area where the doors shall be installed. Note: Should no suitable match be available as a standard finish, a custom finish may be required; (2) Head moldings shall have a finish coordinated with the hardware and track system; (3) Aluminum surfaces shall have the manufacturer standard finish, in a color complementing the panel finish. C. SIZES: Two (2) doors shall be able to accommodate openings of approximately 7 foot 4 inch high x 11 foot 1 inch wide and three (3) doors shall be able to accommodate openings approximately 7 foot 2 inch high x 6 foot 2 inch wide. Note: Contractor shall perform field measurements to confirm correct sizes before procuring the doors. D. INSTALLATION: (1) Contractor shall both verify the field measurements for the doors and the condition of the site where the doors are to be installed. If the installation site conditions are not acceptable, the Contractor shall notify NIST immediately. The Contractor shall clean the surfaces thoroughly and prepare the surfaces using the manufacturer recommended method for achieving the best result for the substrate under the project conditions; (2) The Contractor shall install the door assembly components in accordance with the manufacturer shop drawings and/or printed installation instructions and insure that the door assembly components operate correctly in accordance with the manufacturer printed instructions and, (3) Contractor shall protect installed products until the project is complete and replace any damaged products before substantial completion. ***The Contractor shall state the warranty coverage provided for line item 0001. At least a one (1) year warranty shall apply to the product quoted *** ***Delivery shall be completed not later than 6 weeks after receipt of an order. The Contractor shall store doors and components in the manufacturer unopened packaging at the Contractors location until the Contractor is ready to complete the installation process *** *** Award shall be made to the quoter whose quote offers the lowest priced, technically acceptable product to the Government, technical capability and price will be of equal importance. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical Evaluation: Evaluation of Technical Capability shall be based on the information provided in the quotation. Contractors shall submit the following information for review and determining technical capability: (A) Product Data: Manufacturer?s descriptive literature for door opening assemblies: include specified and required components, (B) Shop Drawing: Indicate door and opening sizes and head and jamb conditions and (C) Selection Samples: two sets of manufacturer?s standard size color chips representing manufacturer?s full range of available finishes. *** ***PROVISIONS AND CLAUSES The full text of a FAR provision or clause may be accessed electronically at www.acqnet.gov/far. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. *** ***REQUIRED SUBMISSIONS All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses all line items; 2) An original and one (1) copy of the technical description and/or product literature as further defined under technical capability herein; 3) Description of commercial warranty and, 4) An original and one (1) copy of the most recent published price list(s).*** ***All quotes should be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Joni Laster, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. *** ***Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Contract Specialist (Joni L. Laster) @ joni.laster@nist.gov. *** ***Offerors shall ensure the RFQ number is visible on the outermost packaging. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 24-hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-8397. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24-hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility.*** ***Submission must be received by 3:30 p.m. local time on December 19, 2007. The deadline for the submission of questions for this requirement will be 3:30 pm local time on December 13, 2007.
