MODIFICATION NOTICE: Bids are being solicited under solicitation number W904K1732300001. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein. The contract must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's contract. FOB Destination shall be FORT BLISS, TX 79916 The USA ACA Fort Bliss requires the following items, Meet or Exceed, to the following: LI 001, INTENT The intent of this training is to develop confidence, competence, and reliance within our communications soldiers (Signal MOS and System Administrators) to mitigate dependence on contractual subject matter expert support and improve quality of support / service provided to our unit CONCEPT OF TRAINING Civilian information technology education courses (CompTIA Net+, MCSE, CCNA) will be used as a construct to achieve the desired training objectives (listed below). This is a five week program (M-Sa, 0800-1800) that is executed in three separate sessions (iterations) executed sequentially from JAN to MAY that uses a crawl-walk-run approach to educate our soldiers. Training will be hands on as much as possible, with limited online and book instruction during class hours. Homework is encouraged to be provided to students during the execution of each session. Instruction taught must meet or exceed the standards outlined in this document. ENDSTATE The desired endstate of this training is that soldiers will have a greater understanding of networking concepts, troubleshooting techniques, and network employment. They will be able to do, at a minimum, the following to a basic level with the assistance of reference materials: 1. Develop an access list to meet user specifications 2. Configure routing protocols given user requirements 3. Configure IP addresses, subnet masks, and gateway addresses on routers and hosts 4. Configure a router for additional administrative functionality 5. Configure a switch with VLANS and inter-switch communication 6. Customize a switch configuration to meet specified network requirements 7. Manage system image and device configuration files 8. Perform an initial configuration on a router 9. Perform an initial configuration on a switch 10. Implement access lists 11. Utilize the OSI model as a guide for systematic network troubleshooting 12. Perform LAN and VLAN troubleshooting 13. Troubleshoot routing protocols 14. Troubleshoot IP addressing and host configuration 15. Troubleshoot a device as part of a working network 16. Troubleshoot an access list 17. Perform simple WAN troubleshooting 18. Describe network standards and protocols 19. Describe network topologies and associated hardware 20. Execute network support troubleshooting, 37, PPL; LI 002, SCOPE This training will be used to instruct 37 soldiers in networking, network management, and network troubleshooting concepts, techniques, and procedures. Session one will include 13 soldiers, session two will include 13 soldiers, and session three will include 11 soldiers. TIMELINE This training will consist of 3 sessions (iterations) executed sequentially, from 28JAN08 to 10MAY08. Session one will be from 28JAN08 to 01MAR08. Session two will be from 03MAR08 to 05APR08. Session three will be from 07APR08 to 10MAY08. Classes will be taught from 0800 to 1800, Monday through Saturday, regardless of other events (i.e. holidays) held on particular dates. This instruction will include a 1 hour break for lunch from 1200 to 1300., 37, PPL; LI 003, COURSE COMPOSITION This training will use civilian certifications and standards as a construct for reaching the training objectives. Specific certifications to be taught (as a construct to achieve training objectives) are CompTIA NET+, CCNA, and MCSE. NET+ will consist of the following subjects instructed (at a minimum): a. Network technologies b. Token ring c. Fiber Distributed Data Interface (FDDI) d. Wireless e. Logical link control f. Cable standards (10base, 100base, 1000base, 10Gbase) g. Media connectors (RJ11 & RJ45) h. Firewire i. Network components j. Wireless technologies k. Wireless service factors l. MAC addresses m. OSI model n. Network protocols o. TCP/IP p. IP addresses q. Advanced networking concepts r. IP addressing methods s. Ports t. Services u. WAN v. Internet access technologies w. Remote access protocols x. Security protocols y. Authentication protocols z. Firewalls aa. Proxy services bb. Network connectivity cc. VLANs dd. Fault tolerance CCNA will consist of the following subjects instructed (at a minimum): a. Design a simple LAN using Cisco Technology b. Select an appropriate routing protocol based on user requirements c. Design a simple internetwork using Cisco technology d. Develop an access list to meet user specifications e. Choose WAN services to meet customer requirements f. Configure routing protocols given user requirements g. Configure IP addresses, subnet masks, and gateway addresses on routers and hosts h. Configure a router for additional administrative functionality i. Configure a switch with VLANS and inter-switch communication j. Implement a LAN k. Customize a switch configuration to meet specified network requirements l. Manage system image and device configuration files m. Perform an initial configuration on a router n. Perform an initial configuration on a switch o. Implement access lists p. Implement simple WAN protocols q. Utilize the OSI model as a guide for systematic network troubleshooting r. Perform LAN and VLAN troubleshooting s. Troubleshoot routing protocols t. Troubleshoot IP addressing and host configuration u. Troubleshoot a device as part of a working network v. Troubleshoot an access list w. Perform simple WAN troubleshooting x. Evaluate the characteristics of routing protocols y. Evaluate TCP/IP communication process and its associated protocols z. Evaluate rules for packet control aa. Evaluate key characteristics of WAN's MCSE training will be comprised of the following subjects (at a minimum): a. Installing, Configuring, and Administering Microsoft Windows XP Professional b. Managing and Maintaining a Microsoft Windows Server 2003 Environment , 37, PPL; LI 004, Training will be event-oriented (the next subject is not to be approached until the current subject and objectives have been met) versus time-oriented (i.e. 6 hours training per subject). No certification exams will be provided to students. However, ?check on learning? exams will be provided to students at the end of each block of instruction (at the instructors discretion) with the intent of ensuring students? grasp of training concepts and objectives. This exam will be given in a pass/fail manner.NSTRUCTOR CREDENTIALS & EXPIERENCE At a minimum, instructor(s) will require the following credentials: A+ ? CompTIA Certification Net+ ? CompTIA Certification MCSA ? Microsoft Certified Systems Administrator MCSE ? Microsoft Certified Systems Engineer MCDBA ? Microsoft Certified Data Base Administrator MCT ? Microsoft Certified Trainer CNA ? Certified Novell Administrator CCNA ? Cisco Certified Network Associate CCAI ? Cisco Certified Academy Instructor Additionally, instructor(s) must have experience in operation and employment of US Army communications systems, concepts, and techniques. Prior military service is preferred, but not required. Instructor(s) will be required to provide a brief back to the Commander, CPT Gary Pickens, on the performance of each student upon the completion of each session. TRAINING LOCATION At a minimum, the training location must be located within 1 mile of Fort Bliss, TX (main post). The training location selected will be the only location of training for the duration of the training. CLASSROOM REFERENCE & CAPABILITIES The classroom will require individual workstations comprised of a personal computer (laptop or desktop does not matter), router (CISCO 2500 series or greater) and all associated cables (DCE, DTE, CAT5/6, console, etc). Furthermore, classroom capabilities need to either physically possess (preferred) or virtually emulate all components found within a working LAN and WAN (switches, patch panels/punch down blocks, etc). Enough workstations will be available for each student to have their own workstation. Additionally, the most current professional books and reference manuals will be provided to each student for the duration of the session. At the conclusion of the course, students will be able to keep all reference materials provided to them. This means there are 37 students, so 37 sets of books will be provided, one set per student for them to keep. Standard classroom resources are also required (AV support, dry erase / chalkboards, desks, etc).
