- The purpose of this amendment is to answer questions. Any questions already submitted that are not answered here are being researched and will be answered in a future amendment. The question deadline and proposal due date remain unchanged. FMC-90121-07-0007-SOL2 - Questions and Answers (Amendment 1) Is this a new requirement or is there an incumbent? The incumbent contractor is Document Systems, Inc. Is the incumbent eligible to bid? The FAR does not exclude incumbents from bidding on new contract opportunities. What are the minimal personnel requirements for these positions? As stated in the PWS, the FMC requires the contractor to provide one (1) person for 40 hours per week, 52 weeks per year, excluding federal holidays. Please note that this is not a personal service. Will Wage Determination and SAP be applied to this contract? The most current Wage Determination for the Washington, DC metropolitan area will be applied to this contract. Simplified Acquisition Procedures (SAP), located in FAR part 13, are applicable to this acquisition, as are others. If possible, could you tell me what kind of budget FMC has set aside for this project? The Independent Government Estimate (IGE) is government sensitive information and may not be disclosed to competing vendors. Is the government providing all of the hardware, software, and facilities for the contractor to do the work? Yes. The contractor will be on-site at the FMC and utilize workstation tools already in place for this effort. Is the government willing to consider the assignment of additional labor (but less than 40 additional hours/week) to perform an independent quality assurance/management function? Each vendor is permitted to propose whatever solution they feel would best meet the needs of the FMC. Is a site visit possible? At this time, the government does not feel that a site visit is necessary. What is the anticipated date of contract award? Reference PWS section 5, Period of Performance. If we are a new entity, having no past performance history in performing this type of work for federal agencies, how will our past performance be rated? If you have no relevant past performance, you must make a statement to that effect. You will be given a rating of "Neutral" in this area and rated on your price and technical proposal.
