- The Centers for Medicare and Medicaid Services (CMS) intends to award, using Simplified Acquisition Procedures, in accordance with FAR Part 13, a sole source procurement to William Karantzalis, 2 Briarfield Court, Lutherville, MD 21093, under authority of FAR 6.302-1 41 U.SC. 253 ( C )( 1 ) Only one responsible source and no other supplies or services will satisfy agency requirements. The Government anticipates the award of a time and material purchase order within (5) days after the response date of this notice. It is anticipated that the period of performance will be January 22, 2008 through December 31, 2008. These consulting services will be performed on-site at the Centers for Medicare and Medicaid Services in Baltimore, Maryland. The contractor will provide contractor support services to assist the Technical Evaluation Panels (TEP) in evaluating the proposals received under solicitations RFP-CMS-2007-0013 and RFP-CMS-2007-0018. Because of the time constraints for evaluation and award of these Medicare Administrative Contractor (MAC) procurements, and the limited number of qualified internal staff available to review and evaluate these proposals, it is necessary to obtain outside support for the Technical Evaluation Panels. The contractor shall participate as an active, voting member of a TEP for MAC proposals as they are evaluated against the criteria set forth in the MAC Cycle Two RFPs. The contractor will provide these Consulting Services under the NAICS code of 541611. The contractor has over twenty years experience in the audit and reimbursement department. His experience in contractor oversight and his work knowledge makes him the ideal candidate for this position. He has the desired training and expertise to perform this particular aspect of the proposal evaluation. In addition Mr. Karantzalis possesses the following unique qualification and expertise: He has demonstrated broad expertise in all key aspects of Medicare FFS audit and reimbursement activities including but not limited to: (1) both Part A (intermediary) and Part B (intermediary and carrier) programs (2) developing provider reimbursement policies and procedures, (3) CMS Healthcare Integrated General Ledger Accounting System, (4) internal control concepts and best practices, (5) overpayment recovery policy and procedures and, (6) FFS contractor oversight responsibilities. All responsible sources may submit a response, however The Centers for Medicare and Medicaid Services, Medicare Contractor Management Group shall make the determination of what would constitute equivalent expertise.
