Description
The U.S. Coast Guard is considering whether or not to set aside a Requirements Contract which will consist of One (1) Base Year and Four (4) Option Years for HUBZone Concerns, Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB) or Small Business Concerns. The small business size standard is less than 1,000 employees, NAICS is 336611. The acquisition is for DRYDOCK repairs to Great Lakes homeported 140-Foot, Ice Breaking Tug. Vessels? are homeported in the Great Lakes. All work will be performed at the Contractor?s facility. These vessels are geographically restricted to the Great Lakes. The performance period will be approximately 49 calendar days per availability with an estimate of 1 to 2 availabilities per year. Additionally, Emergency Repairs may be included in this Contract. The first availability will take place in Fiscal Year (FY) 2009. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the 140 Foot Ice Breaking Tugs. This work will include, but is not limited to: Welding Repairs; leaning and Inspecting Sewage, Grey Water, Fuel, Oil, and Ballast Tanks and Voids; Removing, Inspecting and Reinstalling Propeller Shaft; Overhauling Shaft Seal Assembly; Renewing Shaft Covering; Renewing Stern Tube Bearing; Renewing Stern Tube Bearing Staves; Removing, Inspecting and Reinstalling Propeller; Inspecting and Aligning Propulsion Motor and Shaft; Performing Minor Repairs and Reconditioning of Propeller; Cleaning and Inspecting Raw Water Air Cooler Heat Exchangers; Cleaning and Testing Heat Exchangers; Renewing Transducer and Preserving Transducer Hull Ring; Overhauling and Renewing Valves; Overhauling Fuel Oil, Bilge and Ballast Manifolds; Removing, Inspecting, and Reinstalling Rudder Assembly; Renewing Rudder Bearings; Performing Boat Boom Maintenance; Performing Anchor, Anchor Chain, and Ground Tackle Maintenance; Preserving Various Bilge Surfaces and Chain Locker; Preserve and Disinfect Potable Water Tanks; Preserve Ballast Tanks and Voids; Preserve Main Mast, Fore Mast, and Stub Mast; Preserve Sewage and Grey Water Collection and Holding Tanks; Preserve Weather Decks; Preserve Underwater Body; Preserve Freeboard; Overcoat Freeboard Surfaces; and Routine Drydocking. Provide logistics to cutter for systems that are affected during overhauls such as, office space, telephone, parking, duty section berthing, lights, power, compressed air, heavy lift equipment, refuse disposal, dry, paint and flammable stores. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. In response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers and (d) if your company does not own a drydock, a letter of commitment from the company providing the drydock during the performance period of this availability. At least two references are requested, but more are desirable. Contractors are reminded that should this acquisition become a HUBZone set aside or SDVOSB Small Business , FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone or SDVOSB small business concerns. Your response is required by January 22, 2008. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service-Disabled Veteran-owned Small Business or Small Business set aside or whether to issue solicitation as Full and Open. Failure to submit all information requested may result in a decision to issue solicitation as full and open competition.
