Description
The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to solicit and award a firm-fixed price indefinite delivery/requirements type contract for the provision of Vocational Training - Welding Education Courses (post-secondary) certificate program. The contractor will make available, on a nondiscriminatory basis, two cycles (350 hours/cycle) of vocational training during the base year and all option years. The contractor will provide a curriculum for the program, delivered on a not-for-credit basis and is not applicable to a A.A./A.S. degree. The course will be designed to prepare inmates to be qualified at a minimum for an entry level welder's helper in MIG, TIG and ARC welding during the contract period. It is estimated that the class size will be 15 students. Contractor to provide services which include: (1) classroom and application instruction, Monday through Friday, 8:00am through 11:00am, or other hours as agreed to by the Supervisor of Education (five days a week, three hours per day, until completion of 350 hours). All contractor staff assigned to provide instructional services must have certification in the welding field in addition to BA/BS degree. They must also have at least two years teaching experience in a classroom setting. The program will be delivered on a not-for-credit basis and is not applicable to an A.A./A.S. degree. Program completion will result in a marketable skill, meet the minimum standards according to local industry and skill requirements, and receive a certificate of completion from the contractor (accredited college). The textbooks will be provided by the institution. The class will perform 100% of instruction welding requirements as live work. The contract period for all services shall consist of a twelve (12) month base year with four (4) twelve (12) month option periods for renewal. The estimated quantities for the base and each option year is estimated at 2 cycles each year. The solicitation will be made available on or about January 24, 2008 and will be distributed solely through the General Services Administrations Federal Business Opportunities website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The web site for registration is www.ccr.gov. The anticipated date for receipt of quotes is on or about February 22, 2008. The anticipated effective date of award is March 1, 2008. The North American Industrial Classification System (NAICS) code is 611210 and the applicable small business standard is $6.5 million. The solicitation is unrestricted. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
