Description
This is a Sources Sought announcement for the purpose of conducting market research. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The Government will not reimburse any concern for any infor mation that is submitted in response to this Sources Sought request. Any information submitted is voluntary. The Southern Region Contracting Center-East, Fort McPherson, Georgia is conducting market research to determine the extent to which small business is capable of performing as prime contractor for a new multi-functional requirement to directly support creation and operation of the Defense Forensic Enterprise System as defined in Performance Work Statement. Services will be provided in support of four principal Army organizations within the United States and OCONUS. The primary customer will be the United States Army Criminal Investigation Laboratory located at Fort Gillem, Georgia. Following are brief objectives stated from the PWS: 1. the forensic disciplines of Nuclear DNA; Serology; Trace Evidence; Firearms & Toolmarks; Drug Chemistry; Forensic Documents; Forensic Anthropology; Digital Evidence; Forensic Odontology; Mito-DNA; Latent Prints; Forensic Toxicology; Forensic Databases; Forensic Pathol ogy; and other disciplines; and, 2. forensics related to: Facilitate independent unbiased Rapid Evaluation Services; Research and Analysis and Support Services for the following functions: Police Intelligence Operations; Law Enforcement Support; Future Org anizational Structure; Force Modernization; Soldier, Airman, Sailor, Marine and Leader Development Capabilities; Criminal Intelligence Program; Forensic analysis in support of criminal investigations; casualty identifications; medical examiner functions; c omputer network intrusions; expert testimony; forensic repositories and databases; research and development; intelligence operations; counter-intelligence operations; Sensitive Site Exploitations or attack sites; confirmation or denial of U.S. hostages; su pport to the Global War on Terrorism; expeditionary forensic capabilities; DOD or service specific significant investigations; education and training; contracting of forensic services not possessed by a DOD entity; nation building forensic support such as the establishment of indigenous forensic services and training programs; forensic analyses performed in a chemical, biological, radiological, nuclear or explosives -CBRNE environment, particularly deployed; research and development of new forensic technolo gies and capabilities; DOD and federal agency integration of forensic capabilities; DOD and international agency integration of forensic capabilities; DOD and national forensic databasing; integration of forensic and biometrics capabilities and databases; DOD-governmental technology transfers; long term evidence storage; accident investigations; accident reconstructions; Homeland Security applications transferring appropriate warfighter lessons learned and techniques to US criminal investigations and counte r-intelligence uses. The anticipated North American Industrial Classification System code - NAICS for this acquisition is 541380, small business size standard is $11 Million. Interested business concerns are invited to provide a capabilities statement - no more than 15 pages in length - demonstrating ability to perform the following: Capability 1. The capability to perform all work specified in the PWS as stated above and involves the laws and regulations involved in the Forensic technologies, operations and management; Capability 2. Past Performance information demonstrating relevant past experience within the last three years working with Forensic systems and all rules and laws that pertain; Capability 3. Demonstrate knowledge of risk management and how to analyze and implement strategies to mitigate those risk factors; and Capability 4. Indicate whether interested business concern is small, small disadvantage d, 8a, woman owned, service disabled veteran, HubZone or any other socio-economic group. Interested business concerns must state if teaming arrangements or joint venture arrangements will be structured and the set of same. All interested business concerns are required to respond to this sources sought announcement via email by January 22, 2008, 1:00 p.m. EDT. Responses must include company point of contact, email address, telephone number, and fax number. The information provided in response to this sour ces sought will be used to finalize the acquisition strategy for this requirement. Large business concerns are not prohibited from responding to this announcement; however, information submitted from large businesses may not be used if an adequate number of small businesses demonstrate an ability to perform.
