- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Government is awarding purchase order N00164-08-P-0401 to RRE, Incorporated of Lady Lake, FL. The scope of this contract covers the reinforcement and repair of case-to-cover seals on Submarine Valve Regulated Lead Acid (SVRLA) battery cells. The reinforcement and repairs involve thermally bonding (also referred to as thermally ?welding?) a strip of thermoplastic material to the external joint between the case and cover of the battery cell. This thermally welded strip is required to be a gas-tight seal of the case-to cover joint. The purchase order was awarded under FAR 6.302-2 because delay in award for the majority of the quantities required under the purchase order would result in serious injury to the Government. Thus, these quantities (770 cells) were exempt from the synopsis required by FAR 5.201 based on the exception under FAR 5.202(a)(2). The Government has an additional, non-urgent requirement for the repair of 532 cells. The Government intends to modify the existing purchase order with RRE, Incorporated to procure the repair of these additional cells based on FAR 6.302-1(a)(iii). Thus, a separate Request For Quote will not be issued. This announcement is for the purpose of complying with FAR 5.201(a) for the non-urgent 532 cells. Government point of contact is Mr. J.D.
