- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a purchase order to Rockefeller Philanthropy Advisors' Carbon Disclosure Project (CDP) of New York, NY under the authority of Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures. The purpose of this acquisition is to provide a follow-up workshop for investors and financial analysts to identify best practices for using climate-risk disclosure information by companies to make investment and corporate governance decisions held in 2007. This project provides outreach to targeted investor organizations, supports research of best practices in this area, and convenes a workshop for large institutional investors that have long been a target audience for EPA's ENERGY STAR program. This workshop provides CPPD with the unique opportunity to access and engage in a dialogue with members of the institutional investor community. Under this order, CDP will conduct follow-up research into issues and best practices involving the use of climate risk disclosure information and how voluntary initiatives are viewed by investors. This research will be used in a workshop presented in March 2008 and will coincide with the release of data collected by CDP. EPA will receive recognition of ENERGY STAR and other CPPD-sponsored voluntary programs, contact lists, and a comprehensive report of key findings and recommendations. NO SOLICIATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. CDP is uniquely qualified to satisfy the Government's requirement as it is the only known organization that has successfully managed a multinational, multi-year financial disclosure of climate risk initiative and provides an unbiased platform for dialogue concerning voluntary activities and climate risk. CDP provides public access to its data and has successfully secured the endorsement of over 155 major financial organizations for their initiative to increase the disclosure of relevant information regarding greenhouse gas emissions and its potential impact on shareholder value. No other organization is known to provide access and exposure to large institutional investors interested in climate risk. Notwithstanding, any firm that believes it is capable of satisfying EPA's requirements may submit a written capabilities statement, which if received by the response date of this announcement, will be considered.
