- The United States Army JOINT MUNITIONS AND LETHALITY LIFE CYCLE MANAGEMENT COMMAND, Acquistion Center in support of the Armament, Research, Development, and Engineering Center (ARDEC) intends to solicit, negotiate and award on a sole source basis to The Univeristy of Texas Institute for Advanced Technology (IAT) for Engineering Support Services as related to Advanced Technology Concepts Support through individual tasks at Picatinny Arsenal. ARDEC is seeking expertise for consultation to complement ARDEC in-house expertise and facilities in precise payload delivery, explosives detection, and survival of sensor electronics in a ballistic environment. These consultant services shall also be supplemented by an infrastructure capable of conducting laboratory scale experiments which would take concepts to the next level of technology readiness, but also be able to exploit available ARDEC facilities whenever possible to achieve these objectives. IAT will provide training to ARDEC personnel in the above areas. The deliverables specified in each Delivery Order of this contract shall be in the form of one or more of the following: an engineering analysis; the conduct of an experiment; or technical support to ARDEC through attendance at meetings at corporate offices, manufacturing or test sites belonging to either the Government or IAT. IAT possesses highly unique, costly and specialized test equipment and performs unique services available from only one source with unique capability. ARDEC-Picatinny intends to satisfy this requirement by awarding a Hybrid Firm Fixed Price/Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity type contract for five years. A formal written solicitation is not planned. NOTE NUMBER 22 APPLIES: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
