Description
The Philadelphia District plans to issue a RFP (Request for Proposal) for the installation and expansion of electrical distribution systems (including power plants) and the provision of temporary power support services for U.S. and Coalition forces i n support of Operation Iraqi Freedom. The period of performance will be for a base year with options for up to three additional years of performance. The procurement will be a negotiated, best-value action under Part 15 of the Federal Acquisition Regulati ons. Proposals will be reviewed for completeness in satisfying the requirements of the RFP and for their merit against the following evaluation factors: Technical: past performance and experience, management, and mobilization schedule, and Price: price reasonableness and price realism. The technical factors as a whole are more important than price. However, price remains a significant factor in determining the best value. The technical sub factors are in descending order of importance with past perfor mance and experience most important and more significant than management. Management is more important than mobilization schedule. The price sub factors are of equal weight. Price proposals must be submitted simultaneously with the Technical proposal t o the Contracting Officer in accordance with the RFPs requirements entitled Proposal Requirements and Evaluation Criteria. The government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal shou ld contain the offerors best terms. This action was previously announced in May, 2007. Solicitation documents, plans and specifications will only be available on the Federal Technical Data Solution (FedTeDs) system webpage at https://www.fedteds.g ov. Interested parties must register as a Vendor with FedTeDs before accessing the system. In order to register as a Vendor in FedTeDS, offerors must be registered in the Central Contractor Registration (CCR) system (http://www.ccr.gov). Interested offer ors can access the data for this solicitation through the hyperlink established in the Federal Business Opportunities (FedBizOpps) system (http://www.fedbizopps.gov) announcement, which will redirect to the solicitation-specific data in FedTeDS. Registrat ion for updates to plans and specifications should be made on the FEDBIZOPS webpage for this solicitation. The FedTeDs system does not allow for offerors (etc.) to perform a search for solicitation data. All searches can be performed through the FedBizOpps system. Offerors may view and/or download the solicitation and all amendments from the FedTeDs web page on (or after) the issue date of Jan. 31, 2008. Hard copies will not be available. No written or fax requests will be accepted. It is the offe rors responsibility to monitor the FedTeds web site for any amendments. Offerors are responsible for printing copies of the RFP and any amendments. Bonding is not required. Liquidated damages will apply as circumstances dictate. All contractors are requi red to be registered in the DODs Central Contract Registry before an award can be made as required by DFARS 204.7300. Information on getting registered may be obtained by phoning 1-888-227-2423 or by accessing the following internet website: http://www. ccr.gov. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 703-461- 2460 or by accessing the following internet web site: http://vets100.cudenver.edu. Pursuant to DFARS 252.236-7010, an evaluation preference will be given to U.S. firms.
