- This is a sources sought announcement and market survey for information. The Naval Facilities Engineering Command, Mid-Atlantic PWD PA will use the responses to this sources sought synopsis to make an acquisition decision whether to solicit this project as a competitive Service Disabled Veteran Owned, 8A, Hub Zone Small Business set-aside or as Unrestricted. Scope of Requirement: The purpose of this announcement is to identify sources who have past performance experience and the capability and capacity to provide labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide services in support of Fire Protection Systems and Fire Suppression Systems inspection, testing, maintenance and repairs in approximately 28 buildings at two locations; Naval Support Activity, 700 Robbins Avenue and The Navy Yard, South Broad St., Philadelphia, PA. Services will be required on an estimated total of 2000 systems to include: Carbon Dioxide, Clean Agent, Dry Chemical, Dry and Wet Pipe Sprinklers, Fire Detection and Alarm, Foam, Halon and Wet Chemical. A combination of firm-fixed price and indefinite delivery-indefinite quantity services will be required. Both scheduled and emergency services will be necessary. The contemplated procurement will have a bas e performance period of 5 years and 5 option years. The NAICS Code is 561621 and the small business size standard is $11.5M. The purpose of this sources sought synopsis is to gain knowledge of the potentially qualified sources and their size classification, (such as 8(a), Hubzone, Small Business, Small Disadvantaged Business, Women-Owned Small Business and Service Disabled Veteran Business), whether the firm is submitting as an 8(a) mentor-prot?g? joint venture or any other joint venture relationship, or as a team with the prime and subcontractors identified to their size individually and the portion of the work that each subcontractor would perform. This is not an announcement of availability of a solicitation, nor is it a means of generating a planholders list. The government does not intend to award a contract on the basis of responses. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Navy?s evaluation of the information received. No reimbursement will be made for any costs associated with providing information in response to this announcement o r any follow-up information requests. This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.
