- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk - Philadelphia Division, Contract Operations Branch Mechanicsburg intends to contract with CACI, Incorporated (CACI) of Chantilly, VA for additional contractor support services in support of emergent requirements being experienced by NAVSUP and the Navy Enterprise Resource Planning (ERP) Program Management Office (PMO). CACI is currently under contract to provide technical professional support services to NAVSUP, to ensure the successful design, development, test, deployment and sustainment of the Navy ERP Supply and maintenance increments. These services are performed primarily in Annapolis, MD but may also take place in Mechanicsburg, PA, Philadelphia, PA, Arlington, VA, San Diego CA and Norfolk, VA. The ramping up of resources for this effort as currently required by NAVSUP headquarters and its field activities over the next year indicates the previously estimated level of support services and its corresponding estimated maximum Cost-Plus-Fixed-Fee (CPFF) currently available under the basic Indefinite Delivery Indefinite Quantity (IDIQ) type contract will not be sufficient. As such, additional contractor support services are required in order to meet the higher than anticipated demand for contractor support and to satisfy requirements that are appearing earlier than expected. Services to be provided as a result of the increased contractor support services include: participation on integrated product teams within the program, Navy and DoD; assisting the Navy in resolving differences between commercial standards and existing Navy business processes by providing functional expertise in Navy Business Processes, SAP, Advanced Planning, Business Process Analysis; Technical and Functional Architecture Support; User Management and Role Design/Development; Training Development and Execution Support; Organizational Change Management; other Deployment and Sustainment Support and Sustainment of Legacy Systems. The Fleet and Industrial Supply Center (FISC) Norfolk - Philadelphia Division, Contract Operations Branch Mechanicsburg, intends to negotiate on a sole source basis with CACI for this requirement for additional contractor support services. This firm is considered the only source capable of providing additional services which meet all of the Navy's requirements by February 2008 as they are the current contractor responsible for all contractor-provided ERP Single Supply Support (SSS) services in support of NAVSUP. In addition, it would not be functionally possible to segregate the additionally required contractor support services from the performance of the existing services. This can be easily recognized when considering this contract's functional area of training. It is not feasible to have a different contractor share the same classrooms, lab facilities, and training equipment that is already being used by CACI. Also, cross training of instructors in other courses already supported by the existing contract is required. It would not be feasible to cross-train any other contractor's instructors in courses that are covered by current contract requirements. Further, only CACI can provide the required additional contractor support services having all the unique/relevant skills needed to ensure that there are no unacceptable delays for this critical task. Interested parties may identify their interest and prove their capability to respond to this requirement for additional services. This notice of intent is NOT a request for competitive proposals. However, all information received within forty-five (45) days after date of this notice will be considered by the Government. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received.
