Description
SATELLITE SPACE SEGMENT SERVICES. SOLICITATION NO. BBGCON3607S6639. The Broadcasting Board of Governors (BBG) has a requirement that it intends to negotiate and award as a non-competitive contract to Intelsat General Corporation (Intelsat), 6550 Rock Spring Drive, Suite 450, Rockville, MD 20817. The continued operation of the Agency?s Satellite Interconnect System (SIS) on Intelsat Atlantic Ocean Region (AOR) 332.5 Degree East Satellite and the Intelsat Pacific Region (POR) 180 Degree East Satellite. The contract is needed to avoid any interruption in services that are presently being provided by Intelsat under a General Services Administration (GSA) contract that expires on January 31, 2008. To move the Agency?s transmission to another satellite would require different antenna systems that would have to be constructed, tested, and activated which would result in a break in service. This sole-source procurement in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(1) under the authority of 41 U.S.C. 253(c)(1), other than full and open competition, only one (1) responsible source and no other sources or services will satisfy Agency requirements. Intelsat is the only known firm able to interface with the Agency?s ground station equipment to provide continued satellite services on Intelsat 332.5 Degree and 180 Degree satellite service to the Agency?s AOR and POR distribution systems. Interested firms must submit adequate documentation of their capability to respond to this requirement in writing within fifteen ( 15) calendar days after the posting date of this notice. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. The Government will not accept oral or incomplete submission. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government.
