- Description
- The U.S. Department of Commerce, NOAA, intends to solicit for repair services that support the weather service systems, subsystems, and component parts to Spectrum Microwave, Inc., Philadelphia, PA. Aeroflex Laboratories, Inc. has an agreement with Spectrum Microwave to refer all customer service requests for the products listed on the Aeroflex Master Product List. Spectrum Microwave agrees to purchase from Aeroflex current inventory, any of all parts at book value or market cost, whichever is less to fulfill the commitments on the spares and repairs. Aeroflex Laboratories is the original manufacturer and owns the proprietary rights to all the drawings developed for the equipment. Spectrum Microwave has the facilities, procedures and expertise to assure the successful and timely repair of the equipment. Spectrum Microwave will furnish labor and material to place in like-new operating condition and good appearance to meet their specifications and/or tolerances of the equipment listed: Four (4 ea) RECEIVER ASSEMBLIES, TYPE 2.2; P/N 435-18127, UNISYS P/N WP14049-2.2, ASN: J500-2A1-2; S/N: 116, WORK ORDER NO. (WON): 296866; S/N: 136, WON: 301688; S/N: 106, WON: 304791; S/N: 140, WON: 305065. The parts were sent under another purchase order to Spectrum Microwave, to tear down and determine what was required to prepare the parts. The parts remain with Spectrum Microwave pending a notice to proceed with the repairs. The Government knows of no other qualified source and believes that this item is proprietary to Spectrum Microwave in agreement with Aeroflex Laboratories. The Government does not have specifications or any adequately detailed information to solicit a bid from another source. These items will be delivered to the National Weather Service (NWS)/National Reconditioning Center (NRC), Kansas City, MO. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. The company is Spectrum Microwave, Inc., 2707 Black Lake Place, Philadelphia, PA 19154-1008. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Spectrum Microwave., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for this requirement and future repairs. Further, the information will be used to determine the value of conducting a competitive procurement given that Spectrum Microwave has provided its assessment of the required repairs and the equipment resides at their facility. In order to be considered, firms must furnish detailed information concerning their capability to repair the equipment. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to repair the specified equipment. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously repaired the item.
