- Department of the Air Force, Air Force Material Command, Electronic Systems Center, Headquarters 754th Electronic Systems Group, Enterprise Services (HQ 754 ELSG/ES), Acquisition Directorate, 200 East Moore Drive, Maxwell Air Force Base - Gunter Annex, Alabama 36114-3000 and Air Force Systems Network (AFSN) has been tasked by SAF/XC to field a common communications platform for deployment into Air Force C-37 and C-20 passenger aircraft which has been identified as the Interim C3 Package (ICP). This is a request for proposal in support of the Airborne C3 Package. This RFP is restricted to companies who qualify as small businesses under North American Industry Classification System (NAICS) code 334112. This is a small-business set-aside in accordance with Federal Acquisition Regulation (FAR) 6.203. The ICP is designated as the "gap filler" to supply networking technologies to AF aircraft which do not currently provide the option. In a separate effort, AFSN has been tasked to develop a system designated as the Standard C3 Package (SCP). While the SCP will incorporate the general technologies of the ICP; the SCP will provide "next generational" capabilities and features. Additionally, the SCP is being designed in a manner which will allow for the permanent integration of the system into AF aircraft. An Ombudsman has been appointed for this acquisition. The ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the ombudsman shall maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process. "An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
