IT IS ANTICIPATED THAT A FIRM FIXED PRICE CONTRACT WILL BE AWARDED AS A RESULT OF THIS REQUIREMENT. A 100% OPTION PROVISION WILL BE INCLUDED IN THE SOLICITATION. THE GOVERNMENT WILL CONDUCT TESTING OF EACH BID SAMPLE SUBMITTED. THE TESTING WILL TAKE PLACE AT AM GENERAL LOCATED IN LIVONIA, MI. EVALUATION OF THE TEST WILL BE ON A PASS/FAIL BASIS. AWARD WILL BE MADE TO THE LOWEST PRICED RESPONSIBLE OFFEROR THAT PASSES THE TEST. THE JACK REQUIREMENTS INCLUDE: LIFT REQUIREMENT JACK SHALL LIFT ANY CORNER OF A 15,400 LBS (8,800 LBS REAR TO 6,600 LBS FRONT AXLE WEIGHT) VEHICLE WITH TIRE COMPLETELY REMOVED TO ALLOW FOR WHEEL REPLACEMENT. UNIMPROVED SURFACES SHALL MEET LIFT REQUIREMENT WHEN PLACED ON EITHER A LONGITUDINAL OR LATERAL GRADE OF 7% AND ON ANY IMPROVED OR UNIMPROVED SURFACE INCLUDING BUT NOT LIMITED TO PAVEMENT, MUD, SAND, WET SAND, SNOW, GRAVEL, AND DIRT. INITIAL TEST WILL BE ON HARD DIRT AND A 7% LATERAL GRADE. STABILITY SHALL KEEP VEHICLE STABLE THROUGHOUT LIFTING PROCESS AND AT TIRE-CHANGE HEIGHT. PROOF LOAD SHALL WITHSTAND A PROOF LOAD OF 12,800 LBS AT FULL EXTENSION FOR 10 MINUTES. INPUT EFFORT SHALL REQUIRE INPUT EFFORT WITHIN THE CONSTRAINTS OF A 5TH PERCENTILE FEMALE AND A 95TH PERCENTILE MALE. ENDURANCE SHALL MEET LIFT REQUIREMENT WITH A MINIMUM OF 100 CONSECUTIVE FULL-STROKE LIFTS. ASSEMBLY TIME TIME TO ASSEMBLE JACK SYSTEM AND LIFT VEHICLE TO ALLOW FOR WHEEL REPLACEMENT SHALL BE NO GREATER THAN FIVE (5) MINUTES. DISASSEMBLY TIME TIME TO LOWER VEHICLE AND DISASSEMBLE JACK SYSTEM SHALL BE NO GREATER THAN ONE (1) MINUTE. MANPOWER JACK SYSTEM ASSEMBLY AND TASK SHALL BE PERFORMED BY NO MORE THAN ONE (1) SOLDIER.
