Description
The US Army Corps of Engineers, Detroit District, intends to solicit for maintenance dredging support within the boundaries of the Great Lakes Districts of Detroit, Chicago and Buffalo. The solicitation will be structured as Multiple Award Task Orde r Contracts (MATOCs ), and may result in the award of a minimum of five (5) and a maximum of fifteen (15) Indefinite Delivery/Indefinite Quantity (ID/IQ) construction contracts depending on the number of proposals received. Individual task orders will no t exceed $2 Million. The total MATOCs value of all contracts combined to be awarded under this solicitation will not exceed $15,000,000.00. The MATOCs will consist of a Base Year and two (2) one year options. The maximum cumulative value of all combine d MATOC values of $15,000,000.00 is for the entire three year period of performance. Each individual task order will be awarded on a competitive basis using primarily Low Price Technical Acceptable (LPTA) procedures; however, Best Value Trade Off procedure s may be used to ensure that the Government gets the overall best value if deemed appropriate on a particular project.). These MATOCs will be used for maintenance dredging (hydraulic, mechanical or hopper) within the boundaries of the Great Lakes District s. The work will be performed in accordance with the specifications provided for dredging within the Great Lakes boundaries and detailed within the individual task order. A non-inclusive list of harbors scheduled to be dredged during the MATOCs period o f performance is shown at the following internet website: http://www.lre.usace.army.mil/doingbusiness/contracting/notices North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engin eering Construction, and the Federal Supply Code (FSC) is Y216, Construction Dredging. The small business size standard for this requirement is $18.5 Million. The Government anticipates issuance of solicitation number is W911XK-08-R-0002 on or about 01 F ebruary 2008. Obtaining Solicitation Documents: Offerors Please be advised that an on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On -line Representations and Certification s (ORCA) at http://orca.bpn.gov exists. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to ORCA. The plans and specifications will be available for download on the FedTeDS website http://www.fedteds.gov ONLY, using a link provided in the FedBizOpps announcement is sued when the plans and specifications are posted on FEDTEDS. There is no search capability in FedTeDS. Solicitation documents will be posted on Federal Technical Data Solutions, FedTeDS, when issued. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information. When solicitation documents have been issued and posted to FedTeDS, a synopsis or pre-solicitation notice will be amended and a link provided to access FedTeDS. The process to download from FedTeDS is as fol lows: Find the solicitation announcement in FedBizOpps at www.fbo.gov. Once you open the solicitation announcement on FedBizOpps, there will be a link provided to the solicitation in FedTeDS. Click on the link. If you are a first time user, you will have to register; see information included below. If not a first time user, log in and open the solicitation. Once you have the solicitation open, you can begin downloading the various files to your location. Registration instructions can be found on the FedTeDS website https://www.fedteds.gov by clicking on the Register with FedTeDS hyperlink. Interested offerors should select the Begin Vendor-Contractor Regi stration Process option.
