- The pre-solicitation synopsis issued on 21 December 2007 is modified as follows: Delete the following: ?The Request for Proposal (RFP), CD-ROM only, will be available on or about 15 January 2008. The request for CD-ROM may be sent via electronic mail to ann.sakieli@navy.mil or mailed to: NAVFAC Pacific, Construction Contracts Branch (ACQ11), 258 Makalapa Drive, Suite 100, Pearl Harbor, HI 96860-3134. Requests shall include company name, mailing address, telephone number, facsimile number, RFP No., and project title. The request shall also indicate if they want the CD-ROM to be mailed, picked up at the contracting office or sent via express service. Companies wanting the RFP to be sent via air express service (FEDEX or DHL only) must furnish their express service information with the recipient's name, telephone no., company name, physical street address, company's account no., and type of delivery. Companies should also note if they would like amendments (if any) to be sent via air express service. Also indicate if you are prime, subcontractor, or supplier. Mark the f ront of the envelope with the RFP No. Allow at least ten days for mailing from the date your request is received. Failure to provide any of the above information, as indicated, may delay the processing of your request and is at no fault of the Government. ANY REQUEST FOR SOLICITATION RECEIVED WITHIN 10 WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES. HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE. AMENDMENTS WILL BE POSTED ON THE WEB SITE https://www.neco.navy.mil FOR DOWNLOADING. THIS WILL NORMALLY BE THE ONLY METHOD OF DISTRIBUTING AMENDMENTS. THEREFORE, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.? Insert the following: The Request for Proposal (RFP) will be available on or about 15 January 2008. The RFP, excluding the plans and specifications, will be available through the Navy Electronic Commerce Online (NECO) website http://www.neco.navy.mil. The RFP, including the plans and specifications, will be available through the Federal Technical Data Solution (FedTeDS). Hard copies containing the RFP will not be issued. Contractors must register with FedTeDS to obtain access to the FedTeDS system. Registration instructions can be found on the FedTeDS website http://www.fedteds.gov. Once registered in FedTeDS, the contractor must request access to the technical data. After the RFP is issued, go to the Federal Business Opportunities website (http://www/fedbizopps.gov) and locate the solicitation number. Follow the Technical Data Package (TDP) hyperlinks for the solicitation until you find the ?Available online via the FedTeDS? website hyperlink. Click on the hyperlink and you will be forw arded to the FedTeDS website. Enter vendor username and password to login. The ?Solicitation Information? page will be displayed. Click on ?Request for Explicit Access? hyperlink on the page, the ?Request Explicit Access confirmation? page will be displayed showing the solicitation number and the date of request. An email will be forwarded once contracting office has approved or declined the request. Approved contractors may view and/or download the solicitation and all amendments from FedTeDS. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings will be posted to http://www.fedteds.gov. It is the offeror's responsibility to check the NECO website periodically for any amendments to the solicitation. All other information in the synopsis issued on 21 December 2007 remains unchanged.
