Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This small business set-aside procurement is being made in accordance with the procedures in FAR Parts 12 and 15. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The United States Coast Guard (USCG) will award a single Firm Fixed-Price Contract with a period of performance of six months. The solicitation number is HSCG23-08-R-HPH006 and it is being issued as a Request for Proposals (RFP) under NAICS Code 541611: Administrative Management and General Management Consulting Services. The solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20. 1.1 SCOPE: The United States Coast Guard (USCG) currently has a need for Contractor support in developing a Strategic Master Plan for a new National Coast Guard Museum. The plan will include but not limited to the following: Vision and Mission, Site Analysis, Market Analysis, Operations, Organization and Staffing and a Milestone Plan. The Final Strategic Master Plan shall be developed within six months from the date of contract award. This will be a Performance-Based Acquisition. 1.2 BACKGROUND: The USCG, one of the United States (U.S.) five armed services, is one of the only armed services without a National Museum. The proposed new National Museum would provide a facility to educate visitors about the USCG?s rich maritime heritage and its 216-year history of providing Homeland Security and maritime rescues around the world. The current USCG Museum is located in one wing of Waesche Hall, at the USCG Academy Library in New London, Connecticut. It has been at this location for the past 25 years. This museum has approximately 5,000 square feet of space for storage, exhibits, and administrative duties. As a result of the limited space, it cannot display large artifacts or traveling exhibits. In addition, most of the USCG?s artifacts are either in storage or on loan to other institutions (e.g., the Coast Guard Exhibit Center in Forestville, Maryland). The USCG Academy currently provides funding for all utilities, maintenance, and security. Currently, the museum has one full-time employee, and approximately 20 part-time volunteers. The United States Coast Guard Museum Feasibility, Programming, and Siting Study concluded that the current museum is far below the space required for such a facility, even with its present visitation. This museum serves approximately 20,000 visitors annually. As noted by a Coast Guard Historian, ?the Coast Guard has served our Nation for over 210 years?yet the public, as well as the men and women in today?s Service, has little idea how these watchwords [Honor, Respect, and Devotion to Duty] are spliced with the Service?s past? (Browning 2001). To a great extent, this situation arises from the inadequacy of the current USCG Museum. The primary goal of the proposed new National Museum is to educate visitors about the USCG?s rich maritime heritage and unique contribution to Homeland Security, and to properly store, preserve, and display USCG artifacts. Additionally, the proposed new National Museum should pose minimal financial and operational risk to the USCG and the U.S. Furthermore, development of the surrounding property should be supportive of and consistent with a museum and museum goals. The new National Coast Guard Museum is slated to be built in New London, Connecticut and it is anticipated that it will be anywhere between 40,000 to 60,000 sq. ft. 1.3 CONTRACTOR PERSONNEL: 1.3.1 Team Lead. The Contractor shall provide a Team Lead who shall be responsible for all Contractor work performed under this contract. The Government further designates the Team Lead as KEY (See Section 1.4). 1.3.1.1 The Team Lead shall be the single point of contact for the Contracting Officer (KO) and the Contracting Officer?s Technical Representative (COTR). The Team Lead?s name and that of any alternate(s) who shall act in the absence of Team Lead shall be in writing to the KO as part of the Contractor?s proposal. During the absence of the Team Lead, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Contractor shall provide notification to the KO and COTR five calendar days prior to any scheduled absence of the Team Lead. The Team Lead and all designated alternate(s) shall be able to read, write, speak and understand English. 1.3.1.2 The Team Lead shall be available to the COTR via telephone between the hours of 0730 and 1600 EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification. 1.3.2 Employee Identification: Contractor employees visiting Government facilities shall wear an identification badge that at minimum displays the Contractor?s name, the employee?s photo, name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times. 1.3.3 Employee Conduct: Contractor?s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, ?off limits? areas, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the U.S, the Department of Homeland Security (DHS) or the USCG. 1.3.4 Removing Employees for Misconduct or Security Reasons: The Government may at its sole discretion direct the Contractor to remove any Contractor employee from the USCG?s and DHS? facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required in this contract. The KO will provide the Contractor with an immediate written explanation of the request to remove the employee. Once removed, the Contractor shall immediately replace the Contractor employee with another who possesses equal or superior qualifications and experience. 1.3.5 Conflict of Interest: The Contractor shall not employ any person who is an employee of the United States Government if that employee would or would appear to cause a conflict of interest. 1.4 KEY PERSONNEL: Before replacing any individual designated as Key by the Government, the Contractor shall notify the KO no less than fifteen business days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key Contractor personnel without written consent from the KO. The Government may designate additional Contractor personnel as Key prior to the date of contract award. 1.5 SECURITY AND PROTECTION OF INFORMATION: Contractor may have access to unclassified but Security Sensitive Information, and information protected under the Privacy Act as part of this contract. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with DHS Management Directive (MD) 11042.1, Safeguarding Sensitive but Unclassified (For Official Use Only) Information. The Contractor shall ensure that all Contractor personnel having access to business or procurement sensitive information sign a non-disclosure agreement (DHS Form 11000-6) after contract award. 1.6 DISCLOSURE OF INFORMATION: Information made available to the Contractor by the Client for the performance or administration of this effort shall be used only for those purposes and shall not be used in any other way without the written agreement of the KO. The Contractor agrees to assume responsibility for protecting the confidentiality of Client records, which are not public information. Each Contractor or employee of the Contractor to whom information may be made available or disclosed shall be notified in writing by the Client that such information may be disclosed only for a purpose and to the extent authorized herein. 1.7 PERIOD OF PERFORMANCE: The period of performance for this Contract is six months from the date of contract award. 1.8 PLACES OF PERFORMANCE: The Place of Performance shall be at the Contractor?s Facility. 1.9 TRAVEL: Contractor travel may be required to USCG Headquarters and/or other USCG units. All travel required by the Government outside the Contractor?s local commuting area(s) will be reimbursed to the Contractor in accordance with the Federal Travel Regulations. The Contractor shall be responsible for obtaining COTR approval (electronic mail is acceptable) for all reimbursable travel in advance of each travel event. A final negotiated travel amount will be inserted at award. 1.10 KICK-OFF MEETING: The Contractor shall attend a Kick-Off Meeting with the KO and the COTR No Later Than (NLT) five business days after the date of contract award. The purpose of the Kick-Off Meeting, which will be chaired by the KO, is to discuss technical and contracting objectives of the contract such as project background, issues or concerns, projects objectives, and USCG?s expectations. The Kick-Off Meeting will be held at the Government?s facility. 1.11 PROJECT PLAN: The Contractor shall provide a draft Project Plan at the Kick-Off Meeting for the Government?s review and comment. At a minimum the draft Project Plan shall include: milestones, necessary labor-hours, and timelines to meet all specified deliverables as identified in this solicitation. The USCG shall provide the Contractor draft Project Plan review comments within five business days following the Kick Off meeting. The Contractor shall provide a final Project Plan to the KO and COTR NLT 5 business days after receipt of USCG?s comments. 1.12 PROGRESS REPORT: The Team Lead shall provide a monthly progress/performance report to the KO and COTR via electronic mail. This report shall include a summary of all Contractor work performed, an assessment of technical progress, schedule status, any travel conducted and any Contractor concerns or recommendations for the previous monthly period. 1.13 PROGRESS MEETINGS: The Team Lead shall be available to meet with the KO and/or COTR upon request to present deliverables, discuss task assignments, exchange information and resolve emergent technical problems and issues. These meetings shall take place at the Government?s facility. The Contractor shall record notes from the Progress Meetings and submit to the KO and the COTR via electronic mail. The Contractor shall be responsible for keeping the COTR informed about the Contractor?s progress throughout the performance period of this contract, and ensure Contractor activities are aligned with USCG objectives. 1.14 GENERAL REPORT REQUIREMENTS: The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with the USCG Standard Workstation (Windows XP and Microsoft Office Applications). 1.15 INTELLECTUAL PROPERTY: All Contractor developed documentation, processes, and procedures or other forms of intellectual property first developed under this contract shall be considered Government property. All documentation, electronic data and information collected by the Contractor and entered into any system or generated in support of this contract shall be considered Government property, and shall be returned to the Government at the end of the performance period. 2.0 GOVERNMENT FURNISHED PROPERTY: The Government will provide the workspace and supplies necessary for any on-site portion of Contractor services required in this contract. The Government Furnished Resources listed in Section 5.0 of this Solicitation shall be provided after contract award at the request of the Contractor. 3.0 CONTRACTOR FURNISHED PROPERTY: The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this Contract with the exception of Government Furnished Property in section 2.0. 4.0 SOLICITATION REQUIREMENTS: The United States Coast Guard (USCG) currently has a need for Contractor support in developing a Strategic Master Plan for a new National Coast Guard Museum. The Final Strategic Master Plan shall be developed within six months from the date of contract award. The plan will include but not limited to the following: 4.1 Vision and Mission, 4.2 Site Analysis, 4.3 Market Definition and Analysis, 4.4 Visitor Services: attendance projections, circulation and transportation analysis, 4.5 Development of a Visitor Experience Plan and suggestions for enhancing the visitor experience, 4.6 Trends analysis, particularly with regard to potential audience identification, 4.7 Principal Operating Assumptions, 4.8 Marketing Strategies, 4.9 Research and Evaluation, 4.10 Retail Strategies, 4.11 Food Service and Functions Strategies, 4.12 Operations, Organization and Staffing: Development of a hiring and staffing plan based on operations and functions, 4.13 Revenue and Expense Analysis: Development of a Business Plan that include projections for capital and non-capital expenses, analysis of operations costs and analysis of potential revenue streams, 4.14 Recommendations and other key elements not listed here that should be in the Strategic Master Plan, 4.15 A Milestone Plan 5.0 REFERENCES: The Government Furnished Resources listed below shall be provided after contract award at the request of the Contractor. 5.1 President?s Council on Environmental Quality (CEQ). United States Code 469. 6.0 DELIVERABLES 6.1 Deliverables and Delivery Schedule 6.1.1 Kick Off Meeting (Section 1.10), Due By: No later than (NLT) five business days following the date of award. 6.1.2 Draft Project Plan (Section 1.11), Due By: NLT five business days following the kick-off meeting, Submit to: COTR. 6.1.3 Final Project Plan (Section 1.11), Due By: NLT five business days following the receipt of Government?s comments, Submit to: KO and COTR. 6.1.4 Draft Strategic Master Plan (Section 4.0), Due By: NLT four months after date of contract award, Submit to: KO and COTR. 6.1.5 Final Strategic Master Plan (Section 4.0), Due By: NLT two months after submission of the Draft Strategic Master Plan, Submit to: KO and COTR. 6.1.6 Oral (PowerPoint) Presentation of the Final Strategic Master Plan, Due By: NLT 10 days before end of contract performance, Submit to: KO and COTR. 7.0 PERFORMANCE REQUIREMENTS SUMMARY (PRS) This Contract includes a Performance Requirements Summary (PRS). The PRS sets forth the expected outcomes (objectives) of the contract, the service(s) required of the Contractor to achieve the objectives, a performance standard per outcome, and an incentive plan (positive or negative) in the event the Contractor does not meet the performance standard. The PRS is not an exclusive remedy and inclusion of the PRS does not preclude the Government from using any other remedy available by law or contract terms, including reductions in payment in accordance with any clause for inspection of services. 7.1 Objective: Complete Strategic Master Plan 7.2 Required Service: Develop a Strategic Master Plan in accordance with Section 5.0 of this solicitation 7.3 Performance Standards: Ensure that the requirements in Section 5.0 are addressed. 7.4 Incentives: Contractor?s ability to meet performance standards will be reflected in the Contractor?s past performance evaluation. 8.0 SOLICITATION EVALUATION: The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition and the following evaluation procedures will be used for this acquisition: 8.1 Technical Capability: Proposals shall demonstrate: 8.1.1 The ability to satisfy all the listed needs and requirements in Section 4.0 of this solicitation. 8.1.2 A clear knowledge and the ability to develop a Strategic Master Plan for a new museum which includes the requirements listed in Section 4.0 within the stated time period. 8.1.3 A clear experience in developing a Strategic Master Plan for new Museums. 8.2 Relevant Past Performance: Proposals shall specifically include samples or descriptions of a developed Strategic Master Plan for new museum(s). These samples or descriptions should also show how the Offeror?s past performance demonstrates their capability and capacity to deliver high quality service and solutions in a performance based environment. Based on the samples or descriptions of a developed Strategic Master Plan for new museums, vendors shall provide a list of three Government or commercial customers who have received these services in the past three years. The following information shall be provided for each customer: (a) Name of organization (b) Three Points of contact and contact information (the contact information must include current email addresses and current phone numbers) (c) Contract number (d) Period of performance (e) Contract value (f) Brief description of the service provided. The Government reserves the right to utilize relevant past performance information other than what was submitted in the Contractor?s proposal. 8.3 Price: The Government will evaluate the total overall price to determine price reasonableness. Vendors shall provide their total proposed mix of labor categories, labor rates, labor hours and estimated travel to meet all the requirements contained in this solicitation. Labor rates proposed shall be fully burdened with overhead, general and administrative (G&A), and profit. The Government will evaluate the total overall price to determine accuracy, completeness, and reasonableness. The basis of award for Contract award will be Best Value, which will be based on consideration of the Technical Capability, Relevant Past Performance and Price. When combined, Technical Capability and Relevant Past Performance are more important than Price. All Offerors must be registered in Central Contractor Registration (www.ccr.gov) and must have Electronics Funds Transfer (EFT) capability. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certification --Commercial Items Alt I, with their proposal, or reference their current certifications in the Online Representations and Certifications Application (ORCA) system. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, is incorporated by reference into this solicitation. In addition, the following FAR clauses cited in 52.212-5(b) are applicable to this contract: 1; 9; and 14 through 21; 23; 26; 31 and 33. Department of Homeland Security (DHS) Clause 3052.209-70 Prohibition on contracts with corporate expatriates (June 2006) is applicable to this solicitation and resulting contract, and is incorporated by reference.
