- The Social Security Administration (SSA) is seeking quotations for LEASE OF VEHICLES. This is a combined synopsis/request for quotation (SSA-RFQ-08-1165) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted as a simplified acquisition in accordance with FAR 13. The incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular FAC 2005-23. This announcement constitutes the only solicitation. A written request for quotation will not be issued. The North American Industry Classification System code for this acquisition is 532112. The small business size standard is $23.5 million. GEOGRAPHIC AREA: The offeror must be located within a 74 mile radius of the SSA Headquarters complex located in Woodlawn, MD. REQUIREMENT/SPECIFICATIONS: THIS IS A BRAND NAME OR EQUAL REQUIREMENT for full service leasing of two vehicles as follows: 1) 2008 Cadillac, Model DTS, Style DTS V8. Specifications: Black Raven exterior; shale with cocoa accents and shale seats nuance with leather seating surfaces without perforation interior; equipped with all standard features including - audio system: AM/FM stereo with DC/MP3 player, digital clock, seek scan, auto tone, automatic volume, Theftlock, 8 speakers and radio data system, adaptive remote start system; brakes: 4 wheel antilock disc with brake assist; climate controls: dual-zone automatic for driver and right-front passenger; engine: 4.6L Northstar V8 with 275 HP; mirrors, outside: power-adjustable, heated, manual folding, includes integrated turn-signal indicators; seat controls: driver and front passenger, 4 way power lumbar support; seat: front bucket with leather seating surfaces, floor shift, 8-way power driver and passenger seat adjusters; StabiliTrak; steering wheel: tilt adjustable with fingertip controls, leather wrapped; suspension: 4 wheel independent; traction control: all-speed; transmission: 4 speed automatic, electronically controlled with overdrive, front-wheel drive; wheels: 17 X 7 inch, machined-finish aluminum with painted accents; wipers: front, intermittent with structureless blades; airbags: driver and right front passenger frontal dual stage; analog jewel clock; console: integral armrest, 2-level storage, dual cupholder and auxiliary power outlet; cruise control; programmable automatic door locks; driver information system; heated/cooled front seats; key fob: programmable remote keyless entry system, lock, unlock, trunk release and panic functions, adaptive remote start; mirror: electrochromic, automatic dimming, outside heated. 2) 2008 Cadillac, Model STS, Style STS V6. Specifications: Black Raven exterior; cashmere nuance leather interior; equipped with all standard features including - engine: 3.6L variable valve timing V6 302HP; transmission: six-speed automatic, electronically controlled with overdrive; StabiliTrak; brakes: 4 wheel antilock disc; aluminum trim package; audio system: 8 speaker Bose sound system, AM/FM stereo with single slot CD player; climate control: dual zone, automatic for driver and right front passenger; cruise control; driver information system; keyless access/remote start; power trunk release; seats: front bucket with articulating head restraints, driver and front passenger 8 way power seat adjusters; steering wheel: leather wrapped with mounted audio HVAC system and voice recognition controls; tire pressure monitor; wheels: 17 X 7.5 inch 7 spoke polished cast aluminum; mirrors: outside heated mirror, folding, power adjustable; air bags: driver and front passenger frontal dual stage with passenger sensing system; console: front, integral armrest storage, dual cupholders and auxiliary power outlet. Any additional upgrades that the offeror chooses to provide must be noted in the response. Where the brand name listed above is not the item proposed, the offeror must note the make and model of the proposed vehicle in the response along with descriptive literature. TELEPHONE SYSTEM: The Government will install its own telephone system in each vehicle. MAINTENANCE/REPAIRS/ OPERATING SUPPLIES/RECALLS: The contractor shall provide all maintenance and repairs (both warranty and non-warranty), and service such as tire replacements, oil and similar type items, at no additional cost to the Government. The Government will supply all gasoline. Factory recalls require replacement with like models. A loaner vehicle is not required for times of repair. Towing service is not required. PERIOD OF PERFORMANCE: Lease will be for a base year, effective April 1, 2008, with 1 option year. Leasing will be effective the day of pickup. DELIVERY/PICK-UP OF VEHICLES: Cars will be picked-up by the Government on or before April 1, 2008, at a time that is mutually agreed to between the Government and the contractor. DELIVERABLE: As required by FAR 52.228-8, Liability and Insurance - Leased Motor Vehicles (May 1999),Before commencing work under this contact, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. TERMS AND CONDITIONS: The provisions of FAR 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2007) are incorporated by reference except that FAR 52.212-4(n) Title, is tailored as follows: Title of the vehicles shall remain with the contractor. The following provisions at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (SEP 2007)--DEVIATION, also incorporated by reference, apply to this acquisition: (b)(15),(b)16),(b)(17),(b)(18),(b)(19),(b)(21),(b)(24),(b)(29) (b)(31), (b)(36). The following additional clauses are also incorporated by reference: FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000) with the following fill-ins: paragraph (a), at any time during the period of performance and 60 days; and paragraph (c),24 months. FAR 52.208-4 Vehicle Lease Payments (APR 1984); FAR 52.208-5 Condition of Leased Vehicles (APR 1984); FAR 52.208-6 Marking of Leased Vehicles (APR 1984); FAR 52.208-7 Tagging of Leased Vehicles (MAY 1986); and FAR 52.228-8 Liability and Insurance, Leased Motor Vehicles (MAY 1999). INSTRUTIONS TO OFFERORS: The following provisions at FAR 52.212-1 Instructions to Offerors, Commercial Items (NOV 2007) (tailored) apply to this acquisition: (b)(1), (b)(2), (b)(3), (b)(5), (b)(6), (b)(7), (b)(8), (b)(9), (b)(11), (c), (f), (g), (j), and (k). Offerors shall provide a firm-fixed-price for each vehicle for each year (base year plus one option year) of the lease agreement. Price must include unlimited mileage for each vehicle (approximate mileage is 25,000 per year for each vehicle), and all costs relating to tagging and registration fees. The leased vehicles are for the exclusive use of the U.S. Government and, therefore, exempt from state and local taxes. Price increases from the manufacturer cannot be passed on to the Government after award. AWARD: The Government will award an order resulting from this request for quotation to the lowest priced, technically acceptable responsible quoter whose acceptable quote conforms to this request for quotation. Technical literature must be submitted on the item proposed. RESPONSE DATE: Questions shall be received no later than noon, local prevailing time, January 14, 2008. Offers shall be received no later than 3:00 p.m., local prevailing time, January 17, 2008. Questions and offers shall be submitted electronically (Microsoft Word) to Phyllis Porter, Contracting Officer, at phyllis.porter@ssa.gov. Faxed and mailed submissions will not be accepted. THE DUNS and TIN NUMBERS MUST BE INCLUDED ON THE COVER PAGE OF THE PROPOSAL. IN ADDITION, PAGE(S) FROM THE OFFEROR?S PUBLISHED PRICE LIST SHOWING THE RELATIVE ITEMS MARKED WITH AN ASTERISK MUST BE INCLUDED IN THE PROPOSAL. SSA-RFQ-08-1165 AMENDMENT One. The purpose of this amendment is to provide questions and answers regarding the requirement for lease of vehicles. Question #1 For the two vehicles you want to lease. Do you want Government tags? Response: Yes. Pursuant to the authority of FAR 52.208-7, Tagging of Leased Vehicles, SSA requires government tags issued from D.C. These tags should not say "taxation without representation" on them. The tags should start with the letter B. This letter denotes a government official's car Question #2 According to our information, heated and cooled driver and passenger seating is not available on the requested vehicle when ordering leather seating surfaces without perforation interior. In order to obtain heated and cooled driver and passenger seating, the vehicle must be ordered with leather seating surfaces with mini perforated seat inserts. Please let us know as to how you want the vehicle equipped. Response: The specifications for the 2008 Cadillac, Model DTS, Style DTSV8 is changed to read shale with cocoa accents and shale seats nuance with leather seating surfaces with mini perforated seat inserts interior in lieu of Model DTS, Style DTSV8 shale with cocoa accents and shale seats nuance with leather seating surfaces without perforation interior.
