- Amendment Number A001 to the SIR/RFO extends the closing date for receipt of offers to January 23, 2008. A revised "FAA Limiter/LNA Specifications" (Attachment 1) incorporating a revision to Section 2.3.4.1 is also attached. Since issuance of the SIR/RFO the FAA has received several questions from potential offeror seeking clarification. The attached document (Limiter/LNA Questions & Answers) provides those questions along with the FAA's corresponding answers. ******************************************************************** The Federal Aviation Administration (FAA) has a competitive requirement for the acquisition of Limiter/Low Noise Amplification (LNA) assemblies. The contractor shall manufacture and provide the Limiter/LNA assemblies in accordance with FAA specifications. The Limiter provides peak power radio frequency protection to the LNA, which is the first stage of amplification to an L-Band radar receiver. The Limiter/LNA assemblies are used in support of the Air Route Surveillance Radar 4 (ARSR-4) Long Range Radar System. The contract will be for a 1-year base period with four 1-year option periods to be exercised at the sole discretion of the Government. The proposed contract will be an Indefinite-Delivery/Requirements type contract. This acquisition will use streamlined acquisition procedures employing best practices for competitive negotiated procurements as authorized by the FAA Acquisition Management System (AMS) of 1996. Offers will be evaluated and contract award made on the basis of "Best Value to the FAA." The North American Industry Classification System (NAICS) code 334511, Search, Detection, Navigation, Guidance, Aeronautical and Nautical System and Instrument Manufacturing - 750 employees, will be used for this acquisition. All interested sources should first attempt to download the Screening Information Request (SIR) from the Internet. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
