- The Northern Region Contracting Center (NRCC) at Fort Eustis, VA is conducting a Small Business Sources Sought in order to determine if Small Business participation is available for an anticipated acquisition. This announcement is seeking only Small Business responses. The action is being considered for procuement using 8(a) competitive procedures. The NRCC intends to procure instructor and course development services at Fort Gordon, GA under a multiple award IDIQ contract. The services to be perf ormed consist of both Course Development and Instructor Services at Fort Gordon to include course analysis, design and development and specific classsroom instruction. Individual course subjects will be provided in the task orders. Services may include front-end (preparation for class start) and back-end (closeout upon completion of class) responsibilities. The contractor may be required to prepare and participate in the development/revision of operational tests, lesson plans, training material validati on and course material resulting in establishing Program of Instructions (POIs) and Master Training Plans. The contractor will be responsible for providing appropriate labor mixes for a variety of subject matter areas. The contractor may be responsible f or reviewing and updating classroom trianing materials such as handouts, lesson plans, overhead slides, powerpoint presentations, practical exercises, testing, grading, evaluating, recording exam results, reviewing student critiques and conducting after ac tion reviews with the students. Contract instructors shall be required to follow lesson plans, weekly training schedules and Master Training Schedules developed to support the current POI. As the POI or lesson plans require modification the contract inst ructors shall be required to perform curriculum development. The designated NAICS Code is 611430 (Professional and Management Development Training) with a size standard of $6.5 million. All responses shall include a cover page specifying the size of your company under the specified NAICS Code (i.e., 8(a), HubZone, WOSB, VOSM, SDB, SDVOSM, etc.) and revenue for the last three (3) years. Additionally, responses shall include 1) an Attachment 1 (not to exceed 3 pages), delineating relevant Federal past expe rience on same/similar work dated back not more than three (3) years. (This documentation shall include whether or not the work was performed against a Dept. of Defense contract and if the work was performed as a Prime Contractor or Subcontractor). If yo ur compnay does not have relevant Federal past experience, exerience in the state or civilian market may be used; and 2) an Attachment 2 (not to exceed 10 pages) fully outlining the company's capabilities with respect to the work described above. Documena tion of technical expertise and capability must be presented in sufficient detail for the Government to determine that the company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that busi ness concerns responding to this sources sought articulate their capabilities clearly and adequately.
