Description
The Northern Region Contracting Center(NRCC)at Fort Eustis, Virginia is conducting a Small Business Sources Sought in order to determine if Small Business participation is available for an anticipated acquisition. This announcement is seeking only S mall Business responses. The action is being considered under 8(a) competitive procedures. The NRCC intends to procure instructor and course development services at Fort Gordon, Georgia under a multiple award IDIQ type contract. The services to be performed consist of both Course Development and instructor services at Fort Gordon to include course analysis, design and development and specific classroom instruction. Individual course subjects will be provided in the task orders. Services may in clude front-end (preparation for class start) and back-end (closeout upon completion of class) responsibilities. The contractor may be required to prepare and participate in the development/revision of operational tests, lesson plans, training materia l validation and course material resulting in establishing Program of Instructions (POIs) and Master Training Plans. The contractor will be responsible for providing appropriate labor mixes for a variety of subject matter areas. The contractor may be resp onsible for reviewing and updating classroom training materials such as student handouts, lesson plans, overhead slides, and practical exercises conduct testing in subjects taught, to include grading of exams, evaluation of results, recording of exam resul ts, and activating and reviewing student critiques and the conduct of after action reviews with the students. Contract instructors shall be required to follow the lesson plans, weekly training schedule and Master Training Schedule developed to support the current Program of Instruction (POI). As the POI or lesson plans require modification, due to changing technology, requirements or critical tasks, the contract instructor shall be required to perform curriculum development. The designated NAICS Code is 611430 (Professional and Management Development Training) with a size standard of $6.5 million. Your response shall include a cover page specifying the size of your company under the specified NAICS Code (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.) and revenue for last three (3) years. Additionally, your documentation shall include: 1. An Attachment 1 (not to exceed 3 pages), delineating relevant Federal past experience on same/s imilar work dating back not more than three (3) years. (This documentation shall include whether or not work was performed against a Department of Defense contract and if the work was performed as a Prime Contractor or SubContractor). If your company doe s not have relevant Government Past Experience, experience in the State or civilian market may be utilized; and 2. An Attachment 2 (not to exceed 10 pages) fully outlining your companys capabilities with respect to the work described above. Documentatio n of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that busine ss concerns responding to this sources sought articulate their capabilities clearly and adequately. Responders to this Sources Sought Notice will not automatically be notified of any solicitation, if one is issued, and must respond to the final solicitation announcement at the time of the solicitation announcement. No reimbursement will be mad e for any costs associated with providing information in response to this announcement.
